- The Huntington District Corps of Engineers intends to procure two MATOC contracts for Land Drilling Services. The contractor shall furnish all supervision, labor, supplies, and materials to determine the type, nature, characteristics, and extent and condition of various materials located in the Great Lakes and Ohio River Division (CELRD) with the majority of the work planned for the Huntington District Boundaries. The work shall be performed within the geographical boundaries for the Great Lakes and Ohio River Division, which includes Buffalo, Chicago, Detroit, Huntington, Louisville, Nashville, and Pittsburgh Districts. Also, work assigned to the Dam Safety Modification Mandatory Center of Expertise or the LRD Dam Safety Production Center may be performed on a nationwide basis. If used outside the boarders of CELRD, the rates will be negotiated if necessary. These awards will be made as a whole to the offerors whose proposal conforms to the solicitation and has been determined to be the most advantageous to the Government, all factors considered. All responsive proposals will be evaluated utilizing the following technical factors (in descending order of importance): 1. Past Performance on DOD and Other Similar Contracts; 2. Specialized Experience and Technical Competence; 3. Ability of Offerors to Provide the Required Physical Plant and Supplies; 4. Professional (Personnel) Qualifications; 5. Management Plan; 6. Small Business Participation. The combined technical factors are significantly more important than cost or price for this procurement. However, as the evaluated merit of competing technical proposals becomes more equal, total price and price related factors will become more important in the selection. These contracts will be Firm Fixed Price, Indefinite Delivery Indefinite Quantity type contract, competitively negotiated NTE $2,500,000.00 each. The Government will award these contracts with a base year and four option years. This is an unrestricted procurement, open to all businesses regardless of size. If a large business selected for this contract, it must comply with FAR 52.219-9 regarding the requirement for a subcontracting plan on that part of the work it intends to subcontract. The plan is not required with this submittal. A Quality Control Plan will also be required prior to commencement of any work. Solicitation documents will be available May 1, 2013.
