- Sources Sought Synopsis for Battle Control System - Fixed (BCS-F) System Tactical Data Link Interface Device (TDLID) Replacement This is not a solicitation, but rather a Sources Sought/Request for Information for the BCS-F System TDLID replacement effort. The United States Air Force, Life Cycle Management Center (AFLCMC), Battle Control Systems Branch (HBDB), Hanscom AFB, MA 01731, is conducting market research seeking potential sources for the replacement of the Tactical Data Link Interface Device (TDLID) for the BCS-F system. This synopsis does not constitute an Invitation for Bid, Request for Quotation, or Request for Proposal, and it is not to be construed as a commitment by the Government. The Government does not intend to award a contract on the basis of this notice or otherwise pay for information solicited. Requests for a solicitation will not receive a response. The Air Force requires a replacement and integration of the Tactical Data Link Interface Device (TDLID) for the BCS-F System. This task will require detailed knowledge of and experience with the BCS-F Hardware and Sentry Software, BCS-F-specific communication protocols, and the BCS-F network architecture/configuration. The following are the technical requirements of the BCS-F TDLID replacement effort: TDLID-0001 Contractor shall have detailed knowledge of and experience with the BCS-F Hardware and Sentry Software, BCS-F-specific communication protocols, and the BCS-F network architecture/configuration. TDLID-0002 Military Standards (MIL-STDs) - The TDLID shall be compliant with all of the following standards: a) MIL-STD-6011E, dated 29 June 2012, "DEPARTMENT OF DEFENSE INTERFACE STANDARD TACTICAL DATA LINK (TDL) 11/11B MESSAGE STANDARD" b) MIL-STD-6016E, dated 20 July 2012, "DEPARTMENT OF DEFENSE INTERFACE STANDARD TACTICAL DATA LINK (TDL) 16 MESSAGE STANDARD" c) MIL-STD-6020B, dated 30 September 2011, "DEPARTMENT OF DEFENSE INTERFACE STANDARD DATA FORWARDING BETWEEN TACTICAL DATA LINKS (TDLs)" d) MIL-STD-3011A, dated 15 October 2010, ""DEPARTMENT OF DEFENSE INTERFACE STANDARD FOR THE JOINT RANGE EXTENSION APPLICATION PROTOCOL (JREAP)" TDLID-0003 NATO Standard Agreement (STANAG) - The TDLID shall be compliant with the following standard: a) NATO STANAG 5602, Edition 3, dated 09 July 2010, "STANDARD INTERFACE FOR MULTIPLE PLATFORM EVALUATION (SIMPLE)" TDLID-0004 The TDLID shall support at least one (1) RF Link 16 (1553 and others if available). TDLID-0005 The TDLID shall be capable of receiving and transmitting data link messages in Link 16 format through a Link 16 terminal on a single Link 16 network. TDLID-0006 The TDLID shall support at least one (1) MIL-STD-1553 twinax connection to a MIDS LVT-1A terminal. TDLID-0007 The TDLID shall provide the capability to monitor data quality on Link 16 data links. TDLID-0008 The TDLID shall support operator control of a local Link-16 terminal. TDLID-0009 To the extent already provided in your product-line, the TDLID shall support a Distributed Interactive Simulation (DIS) interface on a Link 16 connection. TDLID-0010 To the extent already provided in your product-line, the TDLID shall support Link 22 - (STANAG 5522). TDLID-0011 The TDLID shall support at least thirty-five (35) JREAP links with the following characteristics: a) at least three (3) JREAP-A/Satellite J connections; b) at least twelve (12) JREAP-B/Serial J connections; c) at least twenty (20) JREAP-C connections / Socket J connections. TDLID-0012 The TDLID shall provide eight (8) RJ-45 10/100/1000 ethernet TCP/IP capable connections for Socket-J, JREAP-C, SADL, DIS, and SIMPLE. TDLID-0013 The TDLID shall be able to receive, process, and transmit J-Series Messages from an EPLRS SADL radio via a JREAP-C connection to a SADL gateway. TDLID-0014 The TDLID shall support the configuration and control of the EPLRS SADL radio via Ethernet interface. TDLID-0015 The TDLID shall process (route and forward) up to 20,000 total tracks. TDLID-0016 The TDLID shall provide two (2) RJ-45 10/100/1000 ethernet LACP capable connections for the system host. TDLID-0017 The connections shall be asynchronous serial RS-232 DB-25 connections for Serial-J and JREAP-B to STE telephones. TDLID-0018 The TDLID shall support three (3) RS-422/RS-530 (DB-25) synchronous connections for SAT-J and JREAP-A to a PRC-117 radio. TDLID-0019 The TDLID shall receive and transmit data link messages in M-series (Link-11) format on at least two (2) Link-11A networks. TDLID-0020 The TDLID shall be capable of acting as a Net Control Station (NCS) on a Link-11A network. TDLID-0021 The TDLID shall provide two (2) TADIL-A connections to a KG-40. TDLID-0022 The TDLID shall transmit, receive and forward data link messages between data links for any combination of multiple associated and non-associated Link-11 and Link 16 nets supported by the system. TDLID-0023 The TDLID shall support operator monitoring of transmitted and received data link messages by link type, IAW MIL-STD-6016E, MIL-STD-6011E and DERG. TDLID-0024 The TDLID shall support operator selectable filtering and monitoring of data links by track, IAW MIL-STD-6016E. TDLID-0025 The TDLID shall allow the operator to pause the data link monitoring display for selected transmitted or received data link messages. TDLID-0026 The TDLID shall support Data Forwarding Engine (DFE) between Link-16 and Link-11/11-B interfaces. TDLID-0027 The TDLID shall operate under one of the following operating systems: Red Hat (v5 or v6) or Windows-7. TDLID-0028 The TDLID shall be capable of providing failover capability for each active connection. TDLID-0029 The TDLID shall provide a GUI style operator interface vice command line. TDLID-0030 The TDLID shall provide an operating system compatible with the latest version of Real VNC Server Enterprise. TDLID-0031 The TDLID shall support Simple Network Management Protocol (SNMP) status poll capability. The TDLID should support additional SNMP reporting of hardware components, data link interface cards, critical issues, etc. TDLID-0032 The TDLID shall authenticate users (e.g. user ID, password) before allowing configuration changes to the device. TDLID-0033 The TDLID shall provide a means to record critical activities in an audit log and allow the audit log to be exported to a server identified by an IP address. TDLID-0034 Dual redundant power supplies shall be provided. TDLID-0035 Power shall be 120 - 240 VAC, 50 - 60 Hz, autosensing, less than 6.0 amps. TDLID-0036 Dual hot-swap RAID disk drives shall be provided. TDLID-0037 The TDLID shall be capable of 19-inch RETMA rack slide-mount. TDLID-0038 The TDLID shall occupy 5U of rack elevation as a maximum. TDLID-0039 The TDLID input/output connectors shall be mounted on self-contained or external panel(s) with cable management. TDLID-0040 A Power On Self-Test function shall be provided. TDLID-0041 Unit level diagnostic test(s) shall be provided, inclusive of loop-back tests for all external connections. TDLID-0042 The TDLID actual or calculated MTBF shall be greater than 8000 hours. TDLID-0043 Contrator shall review the National Information Assurance Partnership (NIAP) evaluation summary for each product, focusing on the Evaluation Assurance Level (EAL) for each product. A minimum evaluation level of EAL-3 is required. TDLID-0044 Except for Keyboard and mouse, USB ports shall not be provided or shall have the ability to be disabled. TDLID-0045 Wireless communication capability shall not be provided. TDLID-0046 Temperature: Operating: 50° to 104° F (Non-Operating: -40° to 158° F) TDLID-0047 Relative Humidity: Operating: 10 to 90 % (Non-Operating: 10 to 90 %) TDLID-0048 Altitude: Operating: 10,000 feet (Non-Operating: 15,000 feet) TDLID-0049 The TDLID shall require no organizational maintenance other than cleaning, if applicable. TDLID-0050 The TDLID shall be designed for ease of maintenance (using only common hand-tools and equipment commonly found in shops doing maintenance of similar equipment) and incorporate features that reduce system down time for both scheduled and unscheduled maintenance. All replaceable parts for the unit shall be easily removable and replaceable. TDLID-0051 The TDLID shall withstand the shock and vibration caused by transportation on all types of roads, cross-country terrain, water, rail, fixed, and rotary-winged aircraft. TDLID-0052 The unit shall be designed and constructed using best commercial practices. TDLID-0053 Serial numbers are required and shall consist of a unique collection of characters for identifying each specific unit. TDLID-0054 The workmanship of The TDLID shall be in accordance with the best commercial practices. Parts and assembled hardware shall be free of damage, smudges, rust, corrosion, discoloration, gouges, marks, nicks, scratches, bent pins, loose, spattered or excess solder, metal chips or other foreign material. All workmanship shall be performed in a manner to ensure the functional reliability of the delivered hardware during its intended life cycle use and shall not jeopardize the safety of its intended users. TDLID-0055 Screws, inserts, nuts, bolts and other fastening hardware shall be free of cross threading, mutilation and burrs, and shall be firmly secured. Wires and cables shall be routed or protected to avoid contact with rough or irregular surfaces and sharp edges and shall not exhibit any evidence of burns, abrading, pinch marks, shorts, fraying or stress. All wires and cables shall be properly routed to allow for proper stress relief at the mating connector ends. TDLID-0056 The equipment design shall protect against the risk of electric shock and other hazards during normal use and under any likely fault condition. Normal use shall be considered the worst case operating conditions and environment, and shall include setup, operation, maintenance, transport, and disposal. TDLID-0057 The supplier shall implement and maintain an effective and economical Quality Assurance (QA) Program which is acceptable to the Buyer to control the hardware tested and delivered under this specification. As a minimum, the supplier's QA program and procedures shall address QA involvement in material handling, storage, packaging, preservation, Electrostatic Discharge (ESD) protection, engineering documentation control, quality records, inspection and test, calibration, non-conforming product control, preventative and corrective action, and delivery. The Buyer reserves the right to inspect or audit the supplier's facility for compliance to all quality assurance requirements at the Buyer's discretion. TDLID-0058 Contractor shall provide support, source data, and analysis required to support the Government in obtaining certification and accreditation (C&A) for the system in accordance with DoD Instruction 8510.01, DoD Information Assurance Certification and Accreditation Process (DIACAP). TDLID-0059 Contractor shall provide a comprehensive IA review that implements the applicable baseline IA controls from Department of Defense Instruction (DoDI) 8500.2 for a MAC 1 Classified system and meets other IA requirements as stated in Government technical requirements documents. TDLID-0060 The contractor shall integrate test and evaluation (T&E) of IA requirements into the overall T&E process. Packages in response to this synopsis must include the following information: 1. Size of business and Small Business Classification: Because of the security requirements: the sector installation, integration, and test support activities associated with this effort must be performed within a SECRET environment by appropriately cleared personnel immediately available. Furthermore, all interested sources must also provide proof of the following: 1. Knowledge and experience with BCS-F Hardware and Sentry Software designs. 2. Registration with the Directorate of Defense Trade Controls, U.S. Department of State. The export of defense related technical information and services is anticipated to support potential Foreign Military Sales (FMS). The Government does not have the complete technical data; therefore, potential contractor submitted packages must clearly demonstrate abilities and expertise to meet or exceed the requirements outlined in this notice. Interested firms should submit their written responses no later than the response due date on this posting. Responses must be limited to no more than ten double-spaced, single sided pages. Responses must be unclassified. Firms should indicate whether they are a large business or small business under NAICS code 541519 with a size standard of $25.5M.
