Description
Sniper ATP-SE Sources Sought Synopsis (SSS) (THIS IS NOT A REQUEST FOR PROPOSAL) DESCRIPTION: The United States Air Force (USAF) is seeking interested sources regarding a requirement to provide specific Sniper Advanced Targeting Pods-Sensor Enhancement (ATP-SEs), pod spares, and a variety of follow-on support activities for Sniper ATP-SE pods currently integrated on various platforms. Pursuant to this SSS, the USAF established a 2010 contract (i.e., the "Basic Contract"), FA8626-10-D-2133, under which previous and future delivery orders exist based on user requirements. This SSS serves as a follow-on Sources Sought issuance for many of the requirements initially covered under the SSS for the 2010 procurement. Specifically, the following requirements are available for interested parties, in conformity with the above-referenced Basic Contract: Advanced Targeting Pods-Sensor Enhancement; Pod spares and repair parts, in order to maintain fleet availability; ATP-SE containers; availability support; availability support surge; CONUS site activation; OCONUS site activation; support equipment; aircrew training; maintenance training; integration support; program protection; and studies/analysis/data requests. The Sniper ATP-SE Program key acquisition objectives are to maintain or improve the current level of support to the Sniper ATP-SE users, accommodate Department of Defense policy requirements such as Unique Item Identification (UID), Operational, Safety, Suitability, & Effectiveness (OSS&E) tracking, and manage obsolescence and Diminishing Manufacturing Sources (DMS) issues. The expiration of the Basic Contract is 29 September 2015, should the Government choose not to exercise its single two-year contract option. Otherwise, the expiration of the Basic Contract is 29 September 2017, should the Government choose to exercise its single two-year contract option. The sponsoring activity is the Air Force Life Cycle Management Center, Wright-Patterson Air Force Base, Ohio. THIS IS NOT A REQUEST FOR PROPOSAL SUBMISSION. Rather, this is a market research tool to determine the availability and adequacy of potential sources. Sources responding to this announcement should indicate their size, particularly if they are a small business, a socially and economically disadvantaged business, a woman-owned business, a HUB zone small business, or a minority institution. This effort is open to US bidders only. The North American Industry Classification (NAICS) code is 334511. Interested sources shall register as a source on the FedBizOpps website (www.fbo.gov). Also, interested sources must respond with a complete capability/qualification package describing their technical expertise and experience, personnel, and facilities capabilities. The submission package is limited to 10 pages, with standard font sizes and margins. The response should also identify technical risks, issues, and any partnering arrangements that may be considered. Please provide a telephone number, an e-mail address, and a facsimile number in the response. Information marked as "Proprietary" will be protected and will not be divulged unless mandated by existing laws.
