- Attachment to Section L Attachment 2 MCVIEC-PS-MTVR-APU-SUB-1 Attachment 1 MCVIEC-SOW-MTVR-APU-1 Draft RFP M67854-13-R-0202 This is a DRAFT Request for Proposal (RFP) M67854-13-R-0202 for 3-5.9 kW Auxiliary Power Units for the Medium Tactical Vehicle Replacement (MTVR) truck. This announcement is issued for planning purposes only and constitutes a request for exchange of information pursuant to FAR 15.201. This purpose of exchanging information is to both improve the understanding of Government requirements and knowledge of industry capabilities. Offerors are directed to NOT submit proposals at this time. This draft RFP covers a requirement first published under Request for Information (RFI) M67854-13-I-0202 on November 20, 2012. The APU is a major subassembly to the MTVR and will be integrated onto the chassis of the MTVR truck to provide electrical power for on-board MTVR electrical functions and provide power to ground equipment. The APU shall be integrated on an AMK-27 MTVR with all Government Furnished Equipment (GFE) assembled on the vehicle. The APU will consist of: 1) Prime Mover 2) Electrical control system with Control Panel, 3) Generator bolted to prime mover, 4) APU mounting bracketry with motor mounts 5) Air Intake plumbing with air filter and pre-cleaner 5) Exhaust plumbing 6) Fuel/Power Interface Plate 7) Electrical cabling. The APU will generate and transmit power to the Fuel/Coolant (FP) Interface plate and provide circuit protection against reversed polarity, over voltage and engine overspeed. The APU shall pull fuel from the MTVR fuel tank and shall interface with the MTVR batteries for starter power. The APU system shall include a control panel mounted inside the MTVR cab which allows the vehicle operator to utilize the APU from inside the MTVR cab. This DRAFT RFP for the 3-5.9 APU is issued under a Full and Open Competition. The Government intends to award one Firm Fixed Price contract for five APUs, engineering support, and data. The Government will select for award the proposal which represents the Best Value to the Government. Potential Offerors are invited to submit questions and/or comments to this DRAFT RFP, prior to the release of a final solicitation. Offerors shall submit questions electronically no later than April 30, 2013, to Randall Jewett, at randall.jewett@usmc.mil. It is anticipated that questions submitted will be posted on Federal Business Opportunities (www.fbo.gov) along with corresponding answers. Note: No information exchanged with industry will be considered in the evaluation process. The Request for Proposal will be the only time that an Offeror's information is evaluated for award. Offerors are directed not to submit proposals at this time. This is a special notice only. THIS IS NOT A FINAL SOLICITATION AND DOES NOT OBLIGATE THE GOVERNMENT TO ISSUE A FINAL SOLICITATION. If a solicitation is released, it will be synopsized on the Federal Business Opportunities (FedBizOpps) website.
