- 1.0 DISCLAIMER: This Sources Sought Notice/Request for Information (RFI) is for market research, information and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the U. S. Army Garrison Fort Detrick (USAGFD) or the U. S. Army Medical Research Acquisition Activity (USAMRAA). This announcement is not a formal solicitation and is not a request for proposal. No contract will be awarded from this announcement. No reimbursement will be made of any costs to provide information in response to this announcement or any follow up information requests. All proprietary information should be marked as such. All information received in response to this RFI that is marked as proprietary will be handled accordingly. Responses to the RFI will not be returned. 2.0 PURPOSE: USAMRAA on behalf of USAGFD is seeking capability statements from all eligible small business concerns under the North American Industry Classification System (NAICS) code 541380, with a small business size standard of $12 million. The purpose of this RFI is to identify qualified small business [including Small Disadvantaged Business (SDB), Woman-Owned Small Business (WOSB), Historically Underutilized Business Zone (HUBZone), Veteran-Owned Small Business (VOSB) and Service-Disabled Veteran-Owned Small Business (SDVOSB)] concerns that are interested in providing the services described. 3.0 BACKGROUND: In order to operate municipal potable drinking water treatment and distribution systems, and municipal wastewater treatment systems, it is necessary for Fort Detrick to maintain Maryland Department of the Environment (MDE) operating permits. The rules governing these permits are established by Maryland state environmental law and federal EPA laws. 4.0 DESCRIPTION OF SERVICES: Water testing services are needed for a regimen of testing required by the MDE. The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to provide water and wastewater sample analysis for the Fort Detrick Water and Wastewater Treatment Plants. This testing is required in order to maintain Maryland state permits necessary to operate the Fort Detrick Water and Wastewater Treatment Plants. The Contractor will be required to pick up samples at the Water and Wastewater Treatment Plants on a scheduled basis, transport the samples to their testing lab, conduct the testing and then provide the results in a written report to the Government. Some of the components to be measured include but are not limited to: Biochemical Oxygen Demand (BOD), Fecal Coliform/Heterotrophic Bacteria (HPC), Ammonium Nitrogen, Trihalomethane, Dichlorodifluoromethane, and Naphthalene. 5.0 PLACE OF PERFORMANCE: Frederick, MD 6.0 RESPONSE INSTRUCTIONS: Please submit expressions of interest in your own format to include documentation of capabilities in sufficient detail for the Government to determine that your company possesses the necessary expertise and experience to compete for this acquisition. Please include your company's Cage Code. Please submit fact sheets/capability statements with references for similar or like contracts performed. The references are to include contract numbers with points of contact. All responses must be submitted via e-mail to the point of contact identified below; no other method of transmittal will be accepted.
