Description
Sources Sought Company Submittal This is a Sources Sought Notice only. This is NOT a Request for Proposal or an Invitation for Bid. This notice is being posted for qualified and capable companies that may be interested in submitting a proposal once a solicitation is issued. Please submit company information, capabilities, and experience using the attached Sources Sought Form. This notice is for informational and planning purposes only. The U. S. Army Corps of Engineers, Buffalo District, has an upcoming requirement possibly beginning in May 2013 for technical and administrative support to the Great Lakes Dredging Team. The intent is to issue a firm fixed-price contract, with one (1) base year and two (2) option years. The intent of the contract will be as follows: • The Contractor shall coordinate with states and non-federal interests to fill and maintain State delegation and other member vacancies on the GLDT, and encourage their commitment to the GLDT. • The Contractor shall coordinate, plan, organize and conduct two Great Lakes Dredging Team (GLDT) meetings annually. One meeting should be conducted as a two hour webinar-conference call and one as an all day face-to-face meeting. • The contractor shall provide support to the four GLDT standing committees (Steering Committee, Outreach Committee, Dredged Material Management Committee, and Legislative Committee). The Contractor shall provide administrative support to these committees established by the GLDT, including logistical arrangements for teleconferences, facilitation of monthly meetings, and preparation and distribution of minutes and reports. The Contractor shall make it a priority to encourage the greatest possible participation by state representatives in these committees and their meetings. • The Contractor shall coordinate the development and updating of the GLDT Outreach Plan with the Outreach Committee and develop and maintain the Outreach Calendar. • The Contractor shall maintain and update the GLDT website. Updated information shall include current GLDT news and events, meeting notices and proceedings of past meetings; maintenance of archival and background information on the GLDT including the membership roster; and maintenance of reports, white papers, case studies and other GLDT products. The Contractor shall update/maintain the web site quarterly to incorporate changes and update the outreach calendar in advance of each GLDT meeting. • Beneficial Use Outreach Pilot Project - The contractor shall expand upon the activities of Element 1.b, specifically related to support to the Dredged Material Management Committee (DMMC). The Contractor, in cooperation with the DMMC, shall coordinate and implement a pilot project for promoting and marketing beneficial use of dredged material. The project shall be located at a community having a federal navigation project that is routinely dredged and where dredged material disposal capacity is limited. • This task specifies work required to coordinate Great Lakes Dredging Team (GLDT) activities between May 2013 and June 2014 with additional option years. No reimbursement will be made for any costs associated with providing information in response to this notice. Small Business Size Standard for NAICS 541690 is $14,000,000.
