- The Space and Naval Warfare Systems Center (SPAWARSYSCEN) Atlantic, Advanced Technology and Assessments Branch (Code 52130) is seeking information on commercial off the-shelf (COTS) handheld image intensifiers used by law enforcement. Qualified handheld image intensifiers must be generation 2+ or greater and have the body style of monocular, binocular, or bi-ocular. Once eligible products have been identified, additional information will be requested at a later date. The Department of Homeland Security (DHS) Authorized Equipment List (AEL) item numbers for this equipment are AEL # 03OE-02-TILA, Optics, Thermal Imaging and/or Light Amplification and AEL #04MD-01-LAMP Equipment, Light Amplification. The target audience for this information is the emergency responder community and all submittals should be suited to their specific needs. Review of this information is being performed for the DHS System Assessment and Validation for Emergency Responders (SAVER) Program, which aims to conduct objective comparative assessments and validations of commercial equipment and products and provide those results to the emergency responder community. All information received will be treated as public knowledge and may be used in SAVER Program documentation; therefore, vendors should not submit proprietary information in response to this RFI. Specific information sought includes: 1.Company information, including name, address, and website; 2.Whether the company is a manufacturer or distributor; 3.A point of contact for follow-up information, and the point of contacts phone number and e-mail address; and 4.Product name, phosphor screen output color, generation, and body style. The submitted information will be evaluated for inclusion in SAVER projects. If a SAVER project relevant to this type of equipment is executed, the equipment selection will be based upon a number of factors, including emergency responder surveys and responder focus group inputs. Consequently, follow-up requests for feedback should not be made through the Federal Business Opportunities posting agency. Vendors will be contacted following submission for more detailed product information. Vendor provided information may be reformatted for publication in SAVER Program documents. Submittals A NOTE REGARDING THIS RFI: This RFI is for information gathering and planning purposes only, and should not be construed as a Request for Proposal (RFP) or solicitation of an offer. The Government DOES NOT intend to award a contract on the basis of this RFI or otherwise pay for the information solicited. Respondents are required to complete the attached form (Image Intensifiers_RFI.pdf) following the instructions on the first page of the form.
