Description
Date: April 16, 2013 To: Interested Bidders Subject: Expression of Interest (EOI) Reference: Re-Bid: Northeast Solar Energy Research Center (NSERC): Solicitation for a Contractor for construction of the NSERC project at Brookhaven National Laboratory (BNL) Brookhaven Science Associates, LLC (BSA) is seeking an expression of interest from Contractors for the construction of a solar photovoltaic array as part of the NSERC at BNL, located in Upton, NY. This project was previously bid out but not awarded. It has been de-scoped and will shortly be Re-Bid. In general, work consists of, but is not limited to, the building of a ground mounted solar photovoltaic array for a Northeast Solar Energy Research Center (NSERC) located on the BNL Campus. The array will be used by BSA researchers to test innovative new solar energy technologies for research purposes, as well as to provide renewable power to BNL. BSA will provide the electrical infrastructure to connect the array to the BNL electrical network, down to and including the transformer to which the array will connect. The array itself will be comprised of ground-mounted solar panels at a fixed tilt relative to the horizon. The photovoltaic modules are specified to be crystalline silicon, and will be provided by BSA. Since the array will be used for research purposes, the design will include provisions to enable it to be reconfigured to allow for various testing configurations at either 1000V or 600V. The inverters are specified to be centralized units; and will be provided by BSA as a pre-fabricated inverter house with the inverters, transformer and interconnecting equipment already installed. The contractor will be required to install and connect the inverter house to the array. The wiring is specified to properly connect the modules to the inverters for operation at either 1000V or 600V, and to connect the inverters to the interconnection point with the existing BNL grid. The design includes provisions to allow the installation and testing of other inverters ranging in size from utility-scale to smaller string and micro inverters. The racking will be provided by BSA and includes training from the manufacturer on proper installation methods. The foundation piles are to be designed, procured and installed by the contractor. BSA will provide fencing for the site, along with all civil work needed to prepare the site, including grading, roadway construction and drainage swales. Trades which may be required to accomplish this project include, but are not limited to, electrical, mechanical, structural, masonry and rigging. The contract will require general conditions for oversight and coordination of all construction performed under the contract. This includes maintaining a safe and orderly job site, complying with 10 CFR 851, providing bonds and insurance, and managing the work activity to meet all contractual requirements. The period of performance is twenty weeks after contract award. BSA intends to award one (1) fixed-price contract for a Contractor to perform this work. This EOI infers no commitment to issue a solicitation or to make an award. Responses received will be used for planning purposes and determining potential candidates for subsequent procurement actions, if any. The estimated value of construction ranges between $1,250,000 and $1,750,000. All interested parties must respond by 4:00 P.M. on April 22, 2013. Interested firms shall submit a letter expressing their interest electronically to gardnerp@bnl.gov. Award will be made to the firm whose bid is lowest and who meets all of the qualification criteria. Qualification criteria will encompass the following information: 1. Contractor has satisfactorily completed one or more projects, of similar scope, size and complexity as the NSERC project in the last seven years. 2. Proposed Project Supervisor has supervised one or more projects of similar scope, size and complexity as the NSERC project in the last seven years. 3. Contractor's average injury rates for the past four years are less than the average industry OSHA rates for lost time frequency (DART) and recordable incidents. 4. Contractor's insurance Experience Modification Ratings for the past four years are equal to or less than 1.0 for each year. 5. Contractor has a comprehensive written Corporate Construction Safety and Training program. It is anticipated that a solicitation (Invitation for Bids) will be issued by the end of this month (April, 2013). A pre-bid meeting and site visit will be scheduled for all interested Offerors after the solicitation is issued.
