Description
Vicenza Regional Contracting Office, Livorno Sub-Office, is issuing this notice to solicit industry interest in the following project. The purpose of this notice is to advertise the forthcoming solicitation to the maximum number of offerors. PROJECT NUMBER AND TITLE: ES-00127-3P, MAINTENANCE AND REPAIR SERVICE FOR DDC SYSTEMS, CHILLERS, HVAC SYSTEMS, DUCTS AND FANS, USAG-VICENZA, SATELLITE LIVORNO, ITALY quote mark ; W912PF-13-T-0016. DESCRIPTION OF THE PROJECT: The contractor shall provide all necessary labor, tools and equipments to perform services under this contract. As first step of the contract, the contractor shall perform a census of all the equipments installed inside the garrison, he shall identify the different typology of equipments installed (chillers, air handling units...) and for each one he shall provide a Libretto di Manutenzione (type Buffetti form.8096, or approved equal) which shall be completed with all the information related to the equipments, providing, in addition, an enclosed summary of all the electrical and mechanical ratings of the machines. The contractor will perform under fixed price, a general maintenance and cleaning of the chillers, ventilation and air conditioning systems (HVAC), air handling units (AHU), ducts and fans for all the buildings at Livorno DMC. Digital Control Systems shall be verified and their functionality shall be tested and reported. In addition, for each system installed inside of a building, the contractor shall perform a general maintenance (the maintenance might include test each equipment; check system status inside the related technical or boiler room; check systems cooling and ventilation efficiency; check the charge of gas present inside air conditioning systems; general cleaning of main equipments as chillers or air handling units; electrical check and tests for the main on board electrical panel; check fan and motor bearing noise, then clean and lubricate rotating parts; check belts and filters status; general cleaning and inspection of ducts and fans). For each system, based on the operations performed, the contractor shall update the Maintenance Registers (Libretto di Manutenzione) performing also a detailed report describing works accomplished and the list of deficiencies found, with suggested actions to provide the safety and right efficiency to the equipments. Once works will be completed, the contractor shall produce a written certification (Dichiarazione di Conformit ) as established by Italian D.M. n.37-2008. Calls for Emergency Repair shall be placed for a malfunction or problem that poses an imminent danger to life and/or property or which impedes or prevents accomplishment of operations. During normal duty hours the COR will determine if a repair is an emergency. After normal duty hours, the contractor shall accept emergency calls directly from the KO, COR or a designated individual. The contractor shall respond to the Emergency call within twelve (12) hours. Response to an Emergency Repair call means the contractor will have qualified person at the repair site prepared to make necessary repairs to eliminate the imminent danger to life and/or property or to reestablish user operations. The intent of the Government is to bring the equipment to an acceptable level of maintainability and, at the same time, keep the equipment operating in a safe, efficient manner with minimum disruptions. FUNDING: This project is funded. LOCATION OF THE WORK: The site of the proposed work is USAG Vi, Darby Military Community, Livorno, Italy. METHOD OF CONTRACTING: This will be a Request for Proposals (RFQ) resulting in Firm Fixed Price type contract. PERFORMANCE PERIOD: The project consists of base year (twelve months). SITE VISIT: The site visit will be held on May 15, 2013 - 10:00AM Hrs.
