- The Lebanon Veterans Affairs Medical Center (VAMC) intends to issue an Invitation for Bids (IFB) for the acquisition of Improve Emergency Cache (Project #595-12-11-127). The purpose of this project is to renovate the existing Environmental Management Service (EMS) storage area (and former kitchen) in Building 19 into separate clean and sterile storage areas, to current Veterans Affairs (VA) design criteria, for a new Emergency Cache storage area. This project will also renovate the existing Electrical, EMS and Emergency Cache storage areas (and former bowling alley) within Building 22, to create an expanded EMS storage area and a new office suite, both designed to current VA design criteria. The Contractor shall completely prepare site for building operations, including demolition and removal of existing structures, and furnishing of labor and materials and perform work including general construction, alterations, mechanical and electrical work, and utility systems including necessary removal of existing structures and construction and certain other items. The magnitude of the Project is between $1,000,000 and $5,000,000. Work shall be performed at the Lebanon VAMC located at 1700 South Lincoln Avenue, Lebanon, PA 17042. The acquisition will be accomplished using the procedures described in FAR Part 14. The solicitation, including specifications and drawings, will be available for download from http://www.fbo.com/ on or about 2 May 2013. Interested parties will be responsible for downloading copies of solicitation (and any subsequent amendments) from that website, and no hard copies will be made available. Bids shall be due no less than thirty (30) calendar days after issuance of the solicitation. A pre-bid conference/site visit will be scheduled and announced in the solicitation. The period of performance shall be two-hundred and seventy (270) calendar days from the issuance of the Notice to Proceed. Set-Aside Information: The solicitation will be issued as a 100% service-disabled veteran-owned small business (SDVOSB) set-aside. This acquisition is subject to the North American Industry Classification System (NAICS) code of 236220, with a size standard of $33.5 million Offerors must be registered and certified in VetBiz (http://www.vetbiz.gov/) as a SDVOSB at the time of bid opening in order to be considered for award. Offerors must also be registered in the System for Award Management (SAM) database (http://www.sam.gov) and complete online Representations and Certifications at (http://www.sam.gov). This procurement is subject to the availability of funds in accordance with FAR 52.232-18 - Availability of Funds (APR 1984). No other information is available until issuance of the solicitation.
