- THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION AND A SEPARATE SOLICITATION WILL NOT BE ISSUED. This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-66 effective April 1, 2013. This acquisition will be processed under FAR Part 12, Simplified Acquisition Procedures (SAP), Acquisition of Commercial Items, and is a total Small Business Set-Aside. The Solicitation Number for this acquisition is NIHCL2013154 and is being issued as a Request for Quotation (RFQ). The North American Industry Classification System (NAICS) Code for this procurement is 541720 and the Small Business Size Standard is $14.0 million dollars. BACKGROUND The Rehabilitation Medicine Department (RMD) resides within the Mark O. Hatfield Clinical Research Center, a state of the art, 250-bed biomedical research hospital located on the campus of the National Institutes of Health in Bethesda, MD. The RMD was established to perform cutting edge rehabilitation research and to provide the highest quality rehabilitation assessment and treatments for patients with complex medical conditions. The Department initiates, collaborates in, and supports biomedical research conducted at the Clinical Center. In May of 2007, the RMD added an Epidemiology and Biostatistics Section to support the statistical needs of the RMD staff, address departmental data management and security issues, and to expand its research portfolio to include population-level research on health services and disability-related public health issues. Since its inception, this Section, in conjunction with the Chief of Rehabilitation Medicine, has initiated six collaborative research projects with major health care or academic institutions including Kaiser Permanente of Northern California, Boston University, University of Washington, and the Social Security Administration. STATEMENT OF OBJECTIVES The purpose of this solicitation is to procure the analytic and scientific support services needed to assess complex data sets; prepare data sets for analysis, including file manipulation and variable construction; conduct statistical analyses; and present the results in formats suitable for publication and presentation in peer-reviewed scientific venues. The Government seeks a single highly skilled and experienced Scientific Statistical Analyst to provide scientific support services for the research activities of the Brain Trauma Section of the Rehabilitation Medicine Department at the Clinical Center, National Institutes of Health. This requirement involves continuation of detailed analyses of the 2002-2004 Medical Expenditure Panel Survey (MEPS) file examining adults with chronic health care needs with development of an associated series of manuscripts. This requirement includes detailed analyses of the multi-year MEPS dataset where the health and disparities in health among adults with chronic health care needs will be examined in depth. Proposed activities also include conducting detailed statistical analyses and developing three (3) manuscripts intended for publication in peer-reviewed scientific journals. STATEMENT OF WORK The Contractor shall provide scientific support services for the Rehabilitation Medicine Department in conjunction with Government personnel to complete defined tasks. Specific Tasks 1. Assist RMD to lead an expert panel on measurement of Adults with Chronic Health Care Needs Support and direct the work of the expert panel; Prepare materials for face to face meetings, conference calls and web-based communications and participate in these events; Support panel in preparing research products including literature reviews, progress reports, and draft manuscripts; and Operationalize task assignments, develop timelines, plan and manage panel work in concert with RMD staff; 2. Analysis of complex data sets and interpretation and dissemination of results Prepare and submit reports of substantive results for review; Contribute to preparation of manuscripts intended for publication in peer reviewed scientific journals; Building on existing draft manuscripts, assist RMD to finalize production of one manuscript entitled: "Difference, Disability, Disparity: A comparison of health, insurance coverage and health service use on the basis of race/ethnicity among U.S. adults with disabilities, 2006-2008"; Based on the results of the scoping literature review performed in conjunction with the Adults with Chronic Health Care Needs (ACHCN) expert panel, lead the development of a draft of at least one publishable manuscript reporting key findings; Prepare and deliver one presentation for the 2013 American Public Health Association (APHA) meeting; Consult with RMD staff as needed on the development of one publishable manuscript from the multi-panel Medical Expenditure Panel Surveys (MEPS) longitudinal file and one conceptual paper on secondary health conditions among adults with disabilities; and Consult with ACHCN expert panel members on the development of one or more draft manuscripts, suitable for publication, representing outcomes of the analytic and conceptual work of the panel. PERIOD OF PERFORMANCE May 1, 2013 through October 31, 2013 (810 hours of Scientific Statistical Analyst support is anticipated during this performance period.) TECHNICAL EVALUATION ELEMENTS In addendum to FAR 52.212-2; the following factors shall be used to evaluate offers: Research experience and technical knowledge 60 points 1) Knowledge in the areas of disability, disability policy, and health insurance coverage as demonstrated by scientific and academic work and publications. 2) Educational background in Social Policy and Management, Social Work, and/or Sociology. 3) Analytic experience using the Medical Expenditure Panel Survey and other National Health Surveys. 4) Knowledge of statistics and statistical methods for analysis of complex surveys; the ability to plan and conduct research on public health issues using large data sets; knowledge of PC platforms and use of statistical software for data management and analyses, including SAS, SUDAAN (or the equivalent), SPSS, and STATA; the ability to apply statistical techniques to produce meaningful tables and graphs using Microsoft Office or comparable software; the ability to provide expert technical consultation on complex statistical and computing techniques. 5) A productive publication record as evidenced in a current resume or curriculum vitae. Past Performance 40 points A description of past work experience in areas requiring skills relevant to the proposed work will be evaluated. Offeror's demonstrated ability to support NIH's efforts to examine the sub-population of adults with chronic health care needs; demonstrated expertise in analytical methods and knowledge of population-level surveys; past analytic experience with data from the Medical Expenditure Panel Survey in conjunction with associated publications shall be evaluated. Price The price quoted shall be evaluated for price reasonableness. A best value analysis will be performed taking into consideration the results of the technical evaluation, price evaluation, and the ability to complete work within the Government's required schedule. The Contractor shall comply with the following clauses, which are incorporated in this contract in full text, to implement provisions of law or Executive orders applicable to acquisitions of commercial items. Contracting Officer's Representative The following Contracting Officer Representative (COR) will represent the Government for the purpose of this contract: To be determined at the time of award. The COR is responsible for: (1) monitoring the Contractor's technical progress, including the surveillance and assessment of performance and recommending to the Contracting Officer changes in requirements; (2) interpreting the statement of work and any other technical performance requirements; (3) performing technical evaluation as required; (4) performing technical inspections and acceptances required by this contract; and (5) assisting in the resolution of technical problems encountered during performance. The Contracting Officer is the only person with authority to act as agent of the Government under this contract. Only the Contracting Officer has authority to: (1) direct or negotiate any changes in the statement of work; (2) modify or extend the period of performance; (3) change the delivery schedule; (4) authorize reimbursement to the Contractor for any costs incurred during the performance of this contract; or (5) otherwise change any terms and conditions of this contract. The Government may unilaterally change its COR designation. Interested Offerors may submit quotations electronically to this notice no later than 10:00 AM. (EST) April 26, 2013. Questions regarding this combined synopsis/solicitation must be received in writing by this office no later than April 22, 2013. Offerors may submit a completed FAR 52.212-3, or cite their Representations and Certifications on SAM.gov. The quotation shall include fully-burdened hourly wage rates for the Scientific Statistical Analyst support services. The Government intends to make a single award based upon best value to the Government, technical and price factors considered. The anticipated award date for this requirement shall be on or before May 1, 2013. Facsimile submissions are not authorized and collect calls will not be accepted.
