- Full Announcement posted 17 APR 2013 The Office of Naval Research (ONR) intends to issue a Cost Plus Fixed Fee bridge modification to a single source under the authority of FAR 6.302-1(a)(2)(iii), Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements, on or about 12 May 2013 to The Potomac Institute for Policy Studies under Contract Number N00014-13-C-0078. The period of performance will be six months with six one-month options. The prospective contractor shall provide Research and Development and Program Support related to Marine Corps and Navy expeditionary operations, specifically in defining new research areas needed to enhance expeditionary capabilities associated with new and emerging concepts and future needs. ONR intends to award this requirement as a sole source to The Potomac Institute for Policy Studies because the Contractor provides unique knowledge and expertise related to the development of emerging operational concepts, military experimentation and analyzing advanced technologies for military utility within the expeditionary operational context. The contractor will be designing the concepts of operation and operational vignettes for very complex land-based experiments to include single-technology tests such as the CQ-10B unmanned aerial vehicle logistics support in a distributed battlespace test; single-thrust/multi-technology tests such as ONR 30's developing Cyber/Electronic Warfare training technologies; or multi-thrust and potential multi-agency Technology Concept Demonstrations conducted in conjunction with a major expeditionary operation experiment, such as an ONR/JIEDDO advanced warfighting experiment to address integrated Counter-IED technologies in an expeditionary environment.
