- Solicitation Document for Fan Vaneaxials This is a Request for Proposal (RFP) for the acquisition of NSNs (National Stock Number) 4140-01-113-8312 (P/N M8921K-1C) and 4140-01-113-8313 (P/N M5921K-1D), (Fan, Vaneaxial), which are to be manufactured by DYNAMIC AIR ENGINEERING INC (18965), under solicitation number SPM8E9-13-R-0001. Solicitation Period: 45 days. Issue Date: 17 April 2013; Closing Date: 31 May 2013. This solicitation is a Definite Quantity Contract for stock replenishment, which will be awarded in accordance with the policies and procedures outlined in FAR Subpart 13.5 (Test Program for Certain Commercial Item). The Government intends to award a Firm-Fixed Price Contract to include a 50% Quantity Option. Acceptance of the option provision is mandatory. Failure by the offeror to accept the option provisions contained in the solicitation will constitute a deficiency in the proposal and may result in the elimination of the proposal for award consideration. Large business concerns must submit a Small Business Subcontracting Plan along with their proposal. The Government will make an award, as a result of this solicitation, to the responsible offeror, offering the lowest price, whose offer conforms to all of the terms and conditions set forth in this solicitation. The required delivery schedule for the contract will be 180 days. The contract will be required Inspection and Acceptance at Destination. FOB Destination delivery will be made to the Defense Distribution Depot located in Tracy, CA. Radio Frequency Identification (RFID) will be required. Certified cost and pricing data will not be required per FAR 15.403-1(B)(3); however, the Contracting Officer may require supporting price data. This acquisition is subject to the requirements of the Trade Agreement Act of 1979. All offers shall be in the English language and in U.S. dollars. All proposals must include a hard copy of a completed solicitation with price and delivery data (for both NSNs). Follow directions as outlined in the solicitation. Offerors responding to the solicitation must submit their proposal to the Business Opportunities Office (BOO), address will be shown on page 3 of the solicitation. This agency will consider proposals submitted by all responsible sources.
