- Air Combat Command (ACC), Joint Base Langley-Eustis Air Force Base, Virginia is transforming the way the U.S. Air Force purchases its hand tools. The Government is seeking information on how companies handle tool orders from capacity, shipping, warranties, etc. Hand tools are defined as powered, non-powered, diagnostic/precision measuring/test equipment, pneumatic, tool storage cabinets, consolidated tool kits (CTK) with etched tools/cut-out foam or un-etched tools/uncut foam orders. AF tooling requirements include items on the GSA Schedule and items not on a current GSA Schedule. This is a request for information (RFI) and should not be construed as a solicitation announcement, invitation for bid, request for quotations, or a request for proposals. Responses to this notice are not offers and cannot be accepted by the government to form a binding contract. The RFI is issued to conduct market research to locate qualified, experienced, and interested distributors/dealers and manufacturers of powered, non-powered, diagnostic, and pneumatic tools for use by Air Force mechanics and technicians on vehicles, buildings, and aircrafts. All businesses shall indicate their size standard (large business, 8(a), SDVOSB, woman owned, etc...) when replying to this RFI. Please provide a point of contact for your company with name, phone number, and email address. Submit all information to Capt Pavan Balaji, Contracting Officer at vivek.balaji@langley.af.mil. 1. Can you support shipping to 200+ locations worldwide to include Air Force Bases in the Continental US, Alaska, Hawaii, Puerto Rico and Curacao? 2. Can you support Outside Continental Unites States (OCONUS) Fee on Board (FOB) Destination shipping within a 20-day timeline the American bases in Turkey, South Korea, Guam, Germany, Italy, Japan, England, Afghanistan, Iraq and Spain? 3. What is your current rate of shipping the following based on weight of item in addition to shipping package/container weight rolled into a single cost: a. 20 lb Sledge Hammer with Steel Head/Fiberglass Handle to the following locations: Incirlik AB, Turkey Kadena AB, Japan Osan AB, Republic of Korea Ramstein AB, Germany Elmendorf AFB, Alaska Bagram AB, Afghanistan Kandahar AB, Afghanistan Al Udeid AB, Qatar b. Cost of shipping an empty roll away mechanics 13 drawer steel cabinet; Dimensions: 27’ x 18” x 42” or item of similar dimensions and weight: Incirlik AB, Turkey Kadena AB, Japan Osan AB, Republic of Korea Ramstein AB, Germany Elmendorf AFB, Alaska Bagram AB, Afghanistan Kandahar AB, Afghanistan Al Udeid AB, Qatar 4. After receipt of order, what is your capability to fill and ship orders of items you have in stock to OCONUS locations: Incirlik AB, Turkey Kadena AB, Japan Osan AB, Republic of Korea Ramstein AB, Germany RAF Mildenhall, United Kingdom Anderson AFB, Guam Aviano AB, Italy Lajes Field, Azores CONUS locations: Moody AFB, Georgia Beale AFB, California Tinker AFB, Oklahoma 5. What is your capability to fill and ship out of stock items? What is your lead time with regards to out of stock items? 6. What barriers (ex. electrical/electronic tools being held for longer periods of time during customs inspections in Middle Eastern countries, bonded warehouse issues such as those in Turkey, carrier restrictions, etc.) exist to shipping OCONUS? Please list specific barriers. 7. In reference to the attached tools list; how can we improve our tool categories (i.e., powered, non-powered, diagnostic, and pneumatic? Should tools be group a different way? 8. What percentage of the attached tools list can your company support/provide? 9. What strategies would you recommend the Government pursue in procuring hand tools strategically? What is the best way to leverage AF-wide bulk buying of hand tools? 10. For tool vendors/distributors and manufacturers, are your tools compliant with ASME, ANSI, SAE, UL specifications? 11. Do you have capacity to fill 500 non-powered tool orders a month ranging from $250 to $3000 per order (i.e. screwdrivers, socket sets, apex tips, pliers and wrenches, etc…) and tools from all other categories (i.e. flashlights)? 12. What is your current monthly sales volume? If you sell to the Government, what is your monthly Government sales volume? Do you have data that shows sales spikes in certain months? 13. After a Government user and vendor customer representative determines a warranted tool can be replaced, what is the estimated timeline for replacement? 14. Do you have worldwide Item Unique Identification IUID capability/ability? 15. Do you provide 24/7 customer service? What does your customer service include (i.e., installation, repair, replacement)? Is there a fee for service over telephone? 16. The AF understands various tools come with different warranties. Can you explain your warranties for tools in the following categories: powered tools, non-powered, diagnostic/precision measuring, pneumatic? 17. Are you familiar with DoD E-Mall? Do you have an existing tool data catalog electronically that includes the following requirements: category, description, manufacturer part #, catalog #, item cost, item name, and number of days after receipt of order (ARO) the user will receive the item? 18. If you are awarded a BPA, can you provide a catalog listing to the Government for upload into the DoD E-Mall portal within 30 days of award?
