Description

The Department of Veteran Affairs, Veterans Administration Medical Center is preparing to issue a Request for Proposal (RFP) for a two-phase design-build contract to replace the code blue system at the Nashville VA Medical Center at 1310 24th Avenue South, Nashville, TN 37212 in accordance with VA Design and Space Planning Criteria and VA Master Specifications. SET-ASIDE: 100% SERVICE DISABLED VETERAN-OWNED SMALL BUSINESS (SDVOSB) NAICS: 236220 SMALL BUSINESS SIZE STANDARD: $33.5 MILLION PROJECT MAGNITUDE: BETWEEN $250,000.00 AND $500,000.00 PROJECT LOCATION: NASHVILLE VA MEDICAL CENTER PHASE I ESTIMATED SOLICITATION DATE: MAY 2, 2013 PHASE I ESTIMATED RESPONSE DATE: JUNE 2, 2013 PROJECT OVERVIEW: Provide Design and Construction Services to furnish all labor materials, equipment, materials and supervision necessary to survey, investigate, evaluate, design and construct project number 626-12-501, "Code Blue System" at Tennessee Valley Healthcare System, Nashville Campus, 1310 24th Ave S, Nashville, Tn, 37212 in accordance with concept drawing and specifications that will be included in the solicitation. The intent of the project is to replace and update the existing outdated code blue paging system to increase patient safety. The existing code blue system have been installed in various projects over the past 20 years. The current systems have been discontinued by their manufacturers. Work includes/but not limited to partial removal of existing cabling and Code Blue Stations, partial demolition and repair of walls for the placement of the system and repair of the walls where existing Code Blue stations are removed. Existing security cameras will be relocated and augmented with additional cameras as required to satisfy the objectives of this project. Contractor shall provide Design Services to develop a design and contract documents with a VA design team to insure all needs and project objectives of this project are met. The contractor shall fully survey, investigate, and document the affected areas and the Code Blue infrastructure in order to gain the knowledge and insight necessary to prepare quality, accurate documents, and perform the construction in a professional and competent manner. The Two-Phase Design-Build solicitation and evaluation process shall be conducted in accordance with Federal Acquisition Regulation (FAR) Subpart 36.3 (Two-Phase Design-Build Selection Procedures). The issued RFP shall set forth the requirements for responding to Phase I of the solicitation, as well as all technical evaluation factors and sub-factors for both Phase I and Phase II. At the closing date of the Phase I solicitation, the government shall evaluate responsive proposals received in response to Phase I of the solicitation to short-list no more than three (3) contractors for Phase II. Only those successful firms selected as a result of Phase I evaluations will be requested to submit technical and pricing proposals for Phase II. Phase II proposals shall be evaluated in accordance with the Phase II Evaluation Process.
