Description
The Naval Air Systems Command (NAVAIR), Patuxent River, MD is seeking potential sources capable of providing an airborne Full-Motion Video (FMV) Airborne Data Link System for the MH-60S aircraft. The FMV system is required to transmit forward-looking infrared video from the aircrafts Multi-Spectral Targeting System (MTS) to both ship board systems and special operations forces. The system must also have the capability to simultaneously receive FMV data from an off-board source while transmitting to a user, potentially on a different frequency band. The FMV system shall consist of a rack mountable Common Data Link (CDL) modem, Radio Frequency Equipment (RFE), and Windows XP-based Graphical User Interface (GUI) software. A proven non-developmental item is preferred due to rapid development and deployment schedule. The system shall meet NAVAIR flight worthiness requirements, require no additional cooling, and be powered by 28 Volts DC. The system will be integrated and installed in the aircraft by the Government. The FMV system shall be interoperable with all CDL Remote Viewing Terminals (RVT) systems, Common Data Link (CDL) systems, Predator systems, and any other system that utilizes the CDL, Tactical, BD455, and BD466ER waveforms. The system shall be capable of transmitting and receiving over L-band, S-band, C-band, and Ku-band both encrypted (National Security Agency (NSA) Type 1 via KGV-135A, Advanced Encryption Standard(AES), and Double Encryption Standard(DES) and unencrypted with data rates up to 45 Mbps. The capability to switch between encrypted and unencrypted operation without reloading cryptologic keys is desired. Transmitted and received FMV video formats should include NTSC/PAL, MPEG-2/4, and motion JPEG. The CDL modem should perform analog and digital processing functions such as modulation, demodulation, forward error correction, interleaving, and conversion to RF frequencies. FMV should perform baseband data processing; such as encryption, decryption, routing, message protocols, and message formatting. Modem interfaces should include 10/100-T Ethernet, RS-232 for user interface and GPS, RS-422, and Video in/out. The modem shall also have the capability to automatically steer a directional Ku-band antenna for long range transmission of FMV data to shipboard systems. Interested offerors must be able to demonstrate suitability of the final products for the intended utilization, and must have a proven track record to meet both the anticipated delivery schedules (2QFY14) and budget parameters. The anticipated quantity is 186 units over six (6) years. Teaming arrangements with sub-contractors or other consultants are encouraged in order to respond to this announcement. The information received in response to this announcement will be used by Government to determine the most feasible acquisition approach. Interested offeror(s) shall provide a capability profile which consists of an introduction statement, system approach summary, detailed design to include pictures/figures/drawings, and suitability of the final product for the intended use.
