Description
THIS SOURCES SOUGHT NOTICE IS NOT A REQUEST FOR PROPOSAL (RFP). NO SOLICITATION IS BEING ISSUED AT THIS TIME. THIS NOTICE SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT TO ISSUE A SOLICITATION OR ULTIMATELY AWARD A CONTRACT, NOR DOES IT RESTRICT THE GOVERNMENT TO A PARTICULAR ACQUISITION APPROACH. ANY INFORMATION PROVIDED TO THE GOVERNMENT AS A RESULT OF THIS SOURCES SOUGHT NOTICE IS VOLUNTARY. RESPONSES WILL NOT BE RETURNED. NO ENTITLEMENT TO PAYMENT OF DIRECT OR INDIRECT COSTS OR CHARGES BY THE GOVERNMENT WILL ARISE AS A RESULT OF CONTRACTOR SUBMISSION OF RESPONSES OR THE GOVERNMENT'S USE OF SUCH INFORMATION. This Sources Sought Notice is for planning purposes only. The Southeast Louisiana Veterans Health Care System is looking for a vendor that can provide scientifically based, structured assessment and interview tools intended to stratify applicants and candidates according to specific traits that identify highly successful performers. Additionally, use of a tool that stratifies applicants according to traits of highly successful performers and using such information to select employees, in combination with an assessment of technical skill. The vendor must have a proven background in the development and deployment of psychometrics-based interview and assessment tools that predict future job performance. The vendor must have a proven background in working with healthcare organizations to provide multiple benchmarks that can be examined overtime for evaluation of performance. Please address the following tasks in your response: Task 1: The vendor will provide onsite informational and educational briefings to all current employees about talent based management tools and the tools the vendor will deploy. The purpose of these educational briefings is for all employees to better understand why the organization is doing the organizational assessment, what specifically each person is being asked to do, and what each person can expect with regards to feedback. It is estimated that approximately five briefings will be needed given the geography of our clinics and employees; briefings may be done via V-Tel from one SLVHCS location to another. Task 2: The vendor will provide a methodology for employees to complete the tool in such a way that individual results are anonymous to SLVHCS; aggregate data about the organization without being tied to specific individuals will be provided. The vendor will provide personalized feedback to each employee completing the tool about how he/she performed and recommendations for improving behavior so as to be consistent with a patient driven culture. It is believed that this individualized feedback will motivate employees to complete the tool. It is expected that the tools will vary for different levels of employees, e.g. front line clinician, front-line administration, service chief, senior executive, in terms of means of administration and length of completion. Task 3: The vendor will conduct educational sessions for all supervisors regarding traits of highly successful performers and importance of attending to such during the selection process. It is expected that no more than three educational sessions would be needed to capture the existing supervisory workforce. Task 4: After tools are administered to the existing workforce, the vendor will provide feedback to SLVHCS leadership about how the current work force stands in terms of traits that identify highly successful performers. Feedback will be provided on the organization as a whole as well as at a macro job function level, e.g. administrative, front line non-supervisory clinical, supervisory clinical, with suggestions for leadership on how to use the data in strategic planning for moving the organization forward with focusing on being a patient centered care organization. Task 5: The vendor will conduct a reassessment 12-months after completing task 2 for a comparison of change over a 12-month time period, during which time period several initiatives focused on creating a patient driven culture will be implemented at the organizational level by SLVHCS, including application of information learned from task 4. Electronic files should be in Microsoft Word or PDF format. ALL INFORMATION SHOULD BE UNCLASSIFIED MATERIAL ONLY. Respondents should include as part of their submission: a.A synopsis of the company's capabilities to provide qualified contracting support personnel on company letterhead. b.Company point of contact telephone number and email address. c.Socioeconomic status Any company proprietary information must be marked as such. The total number of pages for the response is limited to 10 one-sided 8 ½ x 11 pages with one inch margins and font no smaller than 12 point.
