Description
Draft SOW - FDA Drug Regulation Web-based Training Course This is a SOURCES SOUGHT NOTICE to determine the availability of potential small businesses (e.g., 8(a), service-disabled veteran owned small business, HUBZone small business, small disadvantaged business, veteran-owned small business, and women-owned small business). The NAICS Code for this procurement is 611430 - Professional and Management Development Training. The Small Business Size Standard for NAICS Code 611430 is $10 million. This information is being sought for information and planning purposes only and shall not be construed as an Invitation for Bids, a Request for Proposals, Request for Quotes, or an indication the Government will contract for the items or services herein. This notice is not to be construed as a commitment on the part of the Government to award a contract, nor does the Government intend to pay for any information submitted as a result of this notice. The Government does not reimburse respondents for any cost associated with submission of the information being requested or reimburse expenses incurred to interested parties for responses to this Sources Sought Notice. Any response received will not be used as a proposal. The sole intent of this Sources Sought Notice is to obtain capabilities for set-aside and procurement planning purposes. ONLY SMALL BUSINESSES NEED TO RESPOND TO THIS SOURCES SOUGHT NOTICE. No official solicitation currently exists in connection to this Sources Sought Notice. If in the future an official solicitation is released, there is no guarantee that sources responding to this Sources Sought Notice will be included on the source list. **NO TELEPHONE REQUESTS FOR ADDITIONAL INFORMATION WILL BE HONORED.** FDA's Center for Drug Evaluation and Research (CDER) performs an essential public health service by making sure that safe and effective drugs are available to improve the health of people in the United States. To advance the CDER public health mission, the Office of Communications (OCOMM) and its Division of Drug Information (DDI) inform health care professionals about the FDA drug regulatory process. Since 1999, DDI has worked on updated versions of a basic continuing Web education course on FDA drug regulation and new developments in CDER that support regulatory reviews. OCOMM/DDI has a need for a Contractor to develop a 1.5-seat hour Web-based education course with a 3-year accreditation term that will afford continuing education credit. The Web-based course must be: dynamic and interactive, designed around adult learning principles, 508-compliant, and protective of the privacy of end-users. The Contractor shall obtain third-party accreditation that will offer continuing education credit to physicians, pharmacists, nurses, physician assistants and nurse practitioners. The Contractor shall deliver periodic reports of continuing education credit awarded in each health care professional category and the Contractor shall host/maintain the accredited course during a 3-year term. The work for this potential procurement is described in detail in the attached draft Statement of Work (SOW). The anticipated period of performance is one base year, plus four one-year option periods. Interested small businesses capable of performing this requirement should respond to this Sources Sought Notice with a Capability Statement no later than May 2, 2013. Potential small business offerors are advised that generic capability statements are not sufficient for effective evaluation of respondents' capability to perform the specific work described in the draft SOW. Responses must directly demonstrate the company's capability and experience to effectively and efficiently perform the tasks of the draft SOW in detail. Failure to definitively address each task of the draft SOW will result in a finding that the respondent lacks capability to perform the work. Responses to this notice are limited to a maximum of ten (10) pages (font size 10 or larger) and must include: 1. A FACE PAGE with the following information: a. Company Name b. Company Address c. Company Phone Number(s) and Fax Number(s) d. Company Website address e. The Name, Phone Number, and E-mail address of a Point of Contact having the authority and knowledge to clarify responses with Government representatives f. Business size for NAICS Code 611430 (size standard $10 million). g. Socio-economic status (if any). If qualified as an 8(a) firm (must be certified by SBA), Small Disadvantaged Business (must be certified by SBA), Woman-Owned Small Business, HUBZone firm (must be certified by SBA), and/or Service-Disabled Veteran-Owned Small Business (must be listed in the VetBiz Vendor Information Pages). Please submit copies of any documentation such as letters or certificates to indicate firm's status. h. DUNS Number i. CAGE Code j. Tax Identification Number (TIN) and company structure (Corporation, LLC, partnership, joint venture, etc.). Contractors must be registered in SAM accessed via the Internet at https://www.sam.gov/portal/public/SAM/ to be considered potential sources. 2. Address the following: a. Does your firm have GSA Schedule contract(s) applicable to this potential requirement? If yes, please provide the GSA Schedule contract(s) name (e.g. MOBIS), the applicable Special Item Number(s) (SINs), and your GSA Schedule contract number(s). b. Do you have references that can verify your capability to perform the tasks for the SOW and provide feedback on relevant projects/contracts you performed for the reference(s)? If yes, please provide the name and contact information for at least three references. c. Capability to perform the tasks of the draft SOW and describe relevant experience in fulfilling work similar in size and scope to the draft SOW. Offerors are encouraged, but not required, to provide Web links or other access (e.g., Web Box or Portals) to previously developed Web-based Training Courses to demonstrate capability and relevant past experience. Teaming Arrangements: Teaming arrangements are acceptable. All of the information required for the FACE PAGE must be provided for each anticipated teammate. The response shall also integrate the capability and experience of the teammates for those tasks on which the teammate shall be the lead. Information pertaining to teammates' GSA Schedule contract(s) and references shall be provided if applicable.
