- Neutrally Buoyant Ballistic Plate (NBBP) Pre-Solicitation Notice The Naval Sea Systems Command (NAVSEA), on behalf of PMS- 408 Anti-Terrorism Afloat (ATA), intends to issue a Request for Proposal (RFP), under full and open competition for small business set-aside, to procure a minimum of (250) and a maximum of (50,000) Neutrally Buoyant Ballistic Plates (NBBP)under Firm Fixed Price (FFP) IDIQ contracts based on a best value analysis. This requirement will consist of a base year with (4) option years. Venders will be required to produce and deliver NBBP to outfit Naval Visit Board Search and Seizure (VBSS) teams in support of the Expanded Maritime Interception Operations (EMIO). Qualification for production premised on successful completion of First Article Test )FAT). NBBP shall be used and qualified in the (VBSS) configuration using OleTex CEJN 200 Foam; this specific foam maintains the U.S. Coast Guard certification for the VBSS vest as a Type V Personal Buoyant Device and is a critical safety item protecting against 7.62 mm rifle rounds. A solicitation will be posted to both the Federal Business Opportunities (FBO) webpage located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) website located at https://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Naval Sea Systems Command. A formal solicitation will be released on or about 31 May 2013. Please note industry will have 45 days to respond to this solicitation from the day it is posted. This announcement serves as a pre-solicitation notice only. This notice is not a contract, request for proposal, or commitment of any kind.
