- Statement of Work The United States Department of Agriculture (USDA), Agricultural Research Service (ARS), intends to award a sole-source contract to Paul B. Phelps to acquire technical science writing services. These services are required for the National Agricultural Research, Extension, Education, and Economics (NAREEE) Advisory Board, a congressionally mandated body whose members are prominent representatives of important agricultural-related constituencies. Members are chosen personally by the Secretary of Agriculture, and the Board reposts its assessments and recommendations on national agricultural R&D priorities directly to the Secretary and congressional committees. The contractor must display (1) policy-relevant experience in both the executive and legislative branches and (2) proven ability to work with high-level advisory committees, but also (3) experience with agricultural research and economics issues, and (4) clear understanding of the complexities of the U.S. agricultural research issues and the linkages of USDA's Research, Education, and Economics mission area within the broader scientific arena. These technical services are unique and the required characteristics regarding knowledge and ability to meet the substantive needs of the Board dictate only one vendor can meet this need of the Government. The Government intends to reserve the procurement as a small business set-aside and award the procurement as a firm fixed price contract. The anticipated Period of Performance is: Base Year: 05/13/2013 to 09/30/2013. THIS NOTICE OF INTENT IS NOT A REQUEST FOR PROPOSALS. This notice is for informational purposes only and is not to be construed as a commitment by the Government. Vendors that believe they can provide the services listed above are invited to submit substantiating documentation in writing to the identified point of contact. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Oral communications are not acceptable in response to this notice. A determination by the Government to compete this proposed contract based on responses to this notice is solely at the discretion of the Government.
