Description
This is a Request for Information (RFI) for Commercial products in accordance with the Federal Acquisition Regulation (FAR) 12.1. No proposals are requested by this announcement; all responses shall be solely in the form of information and materials. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. The Government is under no obligation to issue a solicitation or to award any contract on the basis of this RFI. Further, the Department of Veterans Affairs (VA) is not seeking proposals and will not accept unsolicited proposals or any cost or pricing data. The Government will not pay for any information or administrative costs incurred in response to this RFI. All costs associated with responding to this RFI will be the sole responsibility of the contractor. All submissions will be treated as business confidential materials, become Government property, and will not be returned. The Department of Veterans Affairs Network 15 intends to award a contract for Immunohematology Reagents for transfusion medicine testing. The reagents will be name brand or equal to Ortho manufactured products, which are currently being used in the Network 15 medical centers. The medical centers are Marion, IL; Poplar Bluff, MO; and St. Louis, MO. The appropriate NAICS code is 325413 with a size standard of 500 people. The following technical features will be required by Network 15: a.The following products should be available 1) Reagent Red Blood Cells 2) Blood Grouping Reagents 3) Anti-Human Globulin Anti-IgG for the MTS Anti- IgG Card. 4) Products for antibody investigation b. Products should be an FDA licensed product. c. Vendor should provide antigrams listing the antigen typing of cell in the screens and panels. d. Red cell suspensions must be 0.8% (unless otherwise specified) to allow for use with gel testing. e. Ortho Confidence System quality control kit must provide an antiserum containing a blend of polyclonal and monoclonal antibodies and a Group AB+ red blood cell suspension (2- 4%) to be used as a quality control product for red blood cell grouping reagents and antibody detection reagents. g. Reference cells must be a 2-4% suspension of pooled C-D-E- red cells to use in ABO Serum Grouping. h. 0.8% Selectogen I and II reagents must be of group O cells tested by two independent labs using sources of antibody (except where precluded by the rarity of the antibody) to confirm the presence or absence of all blood group antigens specified on the Master List. Product should have a negative direct antiglobulin test using polyspecific Anti-human Globulin. i. Resolve reagents must be a 0.8% suspension of group O red blood cells. Reagents must be tested by two independent labs using sources of antibody (except where precluded by the rarity of the antibody) to confirm the presence or absence of all blood group antigens specified on the Master List. j. MTS Anti-IgG cards must be prepared from pools of sera obtained from rabbits that have been immunized with human IgG. Questions: (1) Is your company currently providing similar services to another government agency or other non-government customer? If so, please identify the agency or non-government customer. If you are unwilling to share your customers' identity, please address whether your company offers the same or similar services commercially (outside of the federal government). (2) Identify your company's Small Business size status based upon the applicable NAICS code of 325413. The Small Business Size Standard for this NAICS code is 500 employees. Large Business Concern Small Business Concern 8(a) Small Disadvantaged Business (SDB) Woman-owned Small Business Historically Underutilized Business Zone (HubZone) Veteran-Owned Small Business (VOSB) Service-Disabled Veteran-Owned Small Business (SDVOSB) (3) The Government has selected the applicable NAICS code for this effort based upon the type of blood testing to be provided to VISN 15. If in responding to this RFI you believe another NAICS code should be applicable, please identify the NAICS code you consider appropriate for this effort along with detailed supporting rationale. (4) Provide any other pertinent information as deemed necessary to demonstrate your and any proposed team member's capabilities and prior experience as it relates to the requirements set forth above. (5) Is your firm currently registered in VA's Vendor Information Pages (VIP) database? Yes ____ No ____ (6) List any General Services Administration (GSA) Schedules or Government-Wide Acquisition Contracts that you are currently performing under. Submittal Information The VA is looking to receive input from vendors capable of providing immunohematology Reagents for transfusion medicine testing. Interested parties may submit a capability statement, no more than five (5) pages, for your company. Please also denote the business size for North American Industry Classification System (NAICS) code 325413. Please include company name, company address, and DUNS Number.
