- DESCRIPTION ALL INFORMATION NEEDED FOR INTERESTED PARTIES TO SUBMIT A STANDARD FORM (SF) 330, ENGINEER QUALIFICATIONS IS CONTAINED HEREIN. THERE IS NO SEPARATE RFP PACKAGE TO DOWNLOAD. This proposed contract is for Civil Design and Engineering Services as described below and will be procured in accordance with the Brooks Act as implemented by FAR Subpart 36.6. It is being solicited on a SMALL BUSINESS SET ASIDE basis. Civil Design and Engineering services are required for one (1) Indefinite Delivery Indefinite Quantity (IDIQ) Contract for projects located in the Mid-Atlantic area of responsibility, primarily in Coastal North Carolina and the Hampton Roads region of Virginia; however, projects may be included throughout the NAVFAC Atlantic AOR. PROJECT INFORMATION Projects can be categorized as civil design projects and shall include, but are not limited to (listed in order of importance for this solicitation): a) designs for potable water supply treatment systems (to include membrane filtration water treatment plant); b) transportation engineering to include, but not limited to, performing traffic studies, intersection analyses, traffic signal warrants, traffic planning, design of roads, bridges and highways; c) designs for replacing and/or upgrading potable water distribution and storage systems, replacing and/or upgrading sanitary collection and treatment systems, stormwater collection and conveyance systems including appropriate stormwater best management practices (BMP) and low impact development (LID) features; d) design of facility site plans to include demolition, underground storage tank removal, site layout and preparation, site utilities, site grading and drainage to include erosion control, wetlands avoidance and mitigation, and obtaining stormwater, erosion control, wetlands, and other environmental permits; e) design for the installation of security fencing and entry control facilities (to include, but not limited to, gates, pass offices, guard houses and roadway barriers); f) design of new and resurfacing of existing airfields, roads, and parking lots, to include inspection and preparation of pavement condition reports utilizing paver 6.0 pavement management software ; g) design for the installation/repair of shoreline erosion control measures; h) designs for new and/or upgrading/repairing existing landfills; i) and designs for any associated ancillary facilities. Additional Civil Design and Engineering Services that may be required under this contract include performing wetlands delineations, property and topographic surveys; geo-technical engineering and obtaining soil borings; DD Form 1391 document assistance and/or preparation; preparation of plans and specifications; preparation of request for proposals (RFPs) for design/build projects; preparation of cost estimates; hazardous materials identification and environmental testing; energy computations; life safety code studies; interior space planning/design; shop drawing review; as-built drawing preparation; quality assurance plan (QAP) preparation; operation and maintenance support information (OMSI); construction inspection and engineering consultation services during construction; and any other related engineering services or studies in support of the above tasks. The DD Form 1391 documentation is prepared in the Navy s Electronic Procurement Generator (EPG) and includes cost valuation, surveying, soil borings, concept sketches, site sketches with utility points of connection; and may require enhancement of previously prepared documentation, including economic analysis and recommendations for potential utility impacts and sustainable features. Firms are required to prepare cost estimates utilizing the SUCCESS estimating systems in work breakdown structure (WBS), specifications in the SPECSINTACT program, and drawings in AutoCad 2010 format. Additionally, successful firms will also be required to provide documents in pdf format. All projects will require design in the metric system, unless specifically exempted. The contract requires that the selected firm have online access to e-mail via the internet for routing exchange of correspondence. All design and engineering services shall comply with the most current edition of UFC 1-300-09N Design Procedures , and other requirements as applicable. As defined in paragraph 1-6 of UFC 3-600-01, this contract will require the services of a licensed fire protection engineer.
