- Gun Laying & Positioning System (GLPS) Purpose: The Army Contracting Command (ACC) Contracting Center, Picatinny Arsenal, NJ 07806-5000 is conducting a Market Survey on behalf of the Joint Program Manager Office Towed Artillery Systems (JPMO-TAS) and Research Development and Engineering Command - Armament Research Development and Engineering Center (RDECOM-ARDEC) to identify a replacement for the Gun Laying and Positioning System. Description: This Sources Sought is for planning purposes only and shall not be construed as a solicitation or an obligation on the part of JPMO-TAS or RDECOM-ARDEC. The intent of this Sources Sought is to identify qualified vendors that have qualified designs that are capable of meeting the requirement. The azimuth determining system, electronic digital optical instrument, and laser rangefinder shall be fully integrated with an embedded microprocessor and control and display system for computation and display of gun laying and positioning data. Optics shall be integrated to the maximum extent possible. The equipment shall be battery powered, mounted on a tripod. The system must be able to use GPS technology by either having a fully integrated GPS, or able to be integrated with Defense Advanced Global Positioning System (GPS) Receiver (DAGR) and integrated both physically and electronically without the use of external wires or cables except for the DAGR. All components must be equipped with shipping and carrying containers. In addition, the system shall meet the following requirements: Environmental Requirements. The system should be capable of operating and surviving in all current GLPS environments Eye Safe Laser Rangefinder which measures slope distances to non-cooperative targets up to 2500 meters and Probable error (PE) 1m. Electronic Theodolite Circle graduation 6400 mils Angle measurement continuous, horizontal and vertical Unit of display to the nearest 0.1 mil Magnification (standard) 10x Shortest focused distance 10 m User interface for full system control Data Interface includes cableless data and power interface between azimuth determining system and theodolite with RS232C port for data input/output Power Supply Requirements and Source Input voltage, DC 22 V to 28 V (24 V nominal) Rechargeable battery Vehicle power supply Input via SEV22-1 power adapter Azimuth Determining System Autonomous orientation without pre-alignment or warm-up Azimuth accuracy 0.4mil PE BITE (built-in test equipment) diagnostics Measurement time below 4 minutes. Battery Charger Alternating Current (AC) 115 V or 230 V Direct Current (DC) 10 V to 33 V Power Adapter Input voltage 10 VDC to 33 VDC Output voltage 24 VDC Target Rod Tripod Schedule Prototype available in 120 days Full rate production 365 days after prototype This design is being sought to support a system replacement for the Infantry Brigade Combat Team (IBCT). Approximately 300 systems including spares will be needed to support the IBCT's for the next 3 to 5 years. All interested vendors are requested to provided a Rough Order Magnitude of the projected costs of their design in the following areas: -Non Recurring Engineering and Qualification - Unit Production Cost for quantities 1 to 100, 100 to 500 and 500 to 1,000 units. All submissions will need to verify safe operations of the proposed technology in all environments. In addition, submissions of designs that are not fully compliant with all requirements are encouraged so that JPMO-TAS and RDECOM- ARDEC may assess the capabilities of all currently available technologies. As a result of this Sources Sought a Request For Proposal (RFP) may be issued to develop a fully compliant system. A full specification will be released if and when there is follow on procurement activity.
