AMENDMENT 1 - VENDOR QUESTIONS AND ANSWERS AMENDMENT 1 - VENDOR QUESTIONS AND ANSWERS OR SEE ATTACHMENT FOR SAME INFORMATION MSDS Library Inquiry - Sol. NMAN7100-13-00951SRG 1. How many MSDS sheets are currently in the electronic library? Currently, there are approximately 2300 MSDSs in the NOAA/MOC electronic library. 2. How many people currently access the system? With a fleet of 18 ships averaging about 40 people per ship and about 7 shore side support facilities with about 10 people per facility, the MSDS library could potentially be accessed by approximately 800 people. We expect about half (400 people) currently utilize the system for viewing/accessing MSDS. We often call these "users" or "viewers." Approximately 25 people add/delete or change products within in the system. We often call these "administrators." Two people have access to all locations to oversee and manage the system. 3. What is the format for the MSDS sheets currently available in the current electronic system (PDF, Word)? The current system stores MSDS as PDFs (this is the format that is most often available from product manufacturers). 4. What is the operating system currently used to access the MSDS electronic data? Most government computers use Windows operating systems. The electronic library should be housed remotely with an option to download to a local server when necessary, as described in the solicitation. 5. What are the labels? Consignor/Consignee or regulatory labeling? "Labels" refers to secondary container labels using the HMIS template. 6. What do the departments/storage sites represent? There are at least three levels to the currently electronic library system: Site: the ship or shoreside facility Department: divisions within the ship or shoreside facility that allow individuals to focus on specific types of work (engineering, deck, stewards, visiting scientists, wardroom, etc) Location: Each department uses different chemicals. Those chemicals can be stored in locations throughout the ship, for example the deck department may store chemicals in the boatswain's locker, the forepeak or on the boat deck. 7. Is the provider responsible for migration of existing MSDS data to compliant format? It is unclear what is meant by "compliant format," MSDSs are provided by the manufacturer and must meet minimum requirements as established by Federal law. The provider is responsible for migrating existing MSDS data to the new system as described in the solicitation. 8. Is the provider required to convert any MSDS to GHS format? MSDSs are published by product manufacturers. The provider and NOAA/MOC will not convert or modify contents of any MSDS. The provider is expected to update older MSDSs in the library to GHS-compliant versions as they become available from manufacturers. 9. Is the provider responsible for validating the MSDS information is correct? The provider is responsible for ensuring that the correct MSDS (most up-to-date version provided by the manufacturer) is on file for each product. The provider is not responsible for validating the data contained within the MSDSs. 10. How do users search for data? (by product, manufacturer?) "Users" (or "viewers") commonly search for MSDSs by product name, manufacturer and location. 11. How do you currently add new products or items? Who will add or delete products or items? Following a hazardous materials inventory, the Shipboard Environmental Compliance Officer (this person is an "administrator" as described in question 2) searches for an MSDS for each product and ensures each is entered into the correct location. The current system allows the administrator to search for MSDSs by product name or manufacturer and file each MSDS into a location electronically. 12. Are there different levels of access needed? See question 2 and 11. We require three levels of access: viewers (who search and print MSDSs); administrators (who add and change locations of MSDSs); and "managers" (who have access to all sites at once to oversee utilization of the system). 13. What does "cleaning" of MSDS data mean? Sometimes the process of migrating data introduces errors. "Cleaning" refers to the practice of minimizing the number of introduced errors from data migration. Its intended meaning is similar to quality control. 14. Is there a unique identifier for each MSDS? (product number etc.) We do not assign unique identifiers to MSDS and we do not know at this time if the current system assigns unique identifiers to MSDS. This question addresses how the system will work, which we believe is specific to the provider. 15. What reports are expected on a regular basis? The following reports are required on a regular basis: List of products by location; List of quantities of products by location 16. What reports do you want the system to produce at a minimum? See question 15.
