- Sole Source Synopsis COMMANDERS' RESOURCE INTEGRATION SYSTEM Solicitation Number: FA8770-13-C-0519 17 April 2013 The Air Force Life Cycle Management Center, Contract Management Division (AFLCMC/HIBK), 4225 Logistics Ave, Building 266, Room S233, Wright- Patterson Air Force Base, Ohio, 45433 intends to award a sole source contract, to TekSouth Corporation of Gardendale, Alabama, a Small Business, for the sustainment and maintenance of the Commanders Resource Integration System (CRIS). This procurement is for a follow-on contract with a 24-month period of performance including a one-year base period from 21 June 2013 through 20 June 2014 and a one-year option period from 21 June 2014 through 20 June 2015. The proposed value of this action is $6,800,000. The anticipated date of contract award is 21 June 2013. Location of contract performance is Wright Patterson Air Force Base. This contract action is not a set-aside. The North American Classification System (NAICS) code is 541511 with a small business size standard of $25,000,000.00 in average annual receipts. The Federal Business Opportunity Classification Code is D, Information Technology Services, including telecommunications services. This is a sole source requirement in accordance with FAR 6.302-1. In accordance with Federal Acquisition Regulation 6.302-1(a)(2)(iii)(B), the Government is negotiating directly with TekSouth Corporation to avoid unacceptable delays in fulfilling the agency's requirements for the provision of highly specialized services. The sole source contract provides sufficient time for the incumbent Small Business sustainment contractor to establish a perpetual license support agreement and deliver technical documentation so the government can pursue a follow-on competition. This is not a request for competitive proposals and no solicitation document is available. CRIS implements directions to facilitate decision making within the Air Force by providing visibility into world supply and financial execution on a near real-time basis. CRIS has been designated as the Authoritative Data Source for Air Force Financial Management unclassified appropriated data. CRIS is a read-only multi-tier, relational data warehouse providing top to bottom level visibility across all echelons of the Air Force. The CRIS warehouse offers data from multiple legacy systems: Budget, Accounting, Supply, Fuels, Flying Hours, Civilian Pay and Personnel. The breadth and depth of data reduces the data collection effort allowing more time to be spent on decision support. Approximately 14,000 users utilize CRIS warehouse either as a business intelligence tool or a web application and execute over eight million queries a year with an average response time of five seconds. The CRIS program mission is to deliver reliable, accurate and timely data. This synopsis announcement is being issued for information purposes only and does not constitute a solicitation or request for competitive proposals. However, all responsible sources may submit a capability statement, proposal or quotation which shall be considered by the Government if submitted within seven days of the date this notice is posted. A determination by the Government not to compete this proposed contract based upon responses received to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. Respondents who submit proprietary data shall clearly mark the data with appropriate markings. The Government will not pay for any information submitted as a result of this synopsis. This synopsis shall not be construed as an obligation on the part of the Government to acquire any products or services. In accordance with AFFARS 5352.201-9101, an Ombudsman has been appointed for this acquisition. The Ombudsman does not diminish the authority of the Program Manager or Contracting Officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government official. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. The Ombudsman should be contacted only with issues or problems that have been brought previously to the attention of the Program Manager and/or Contracting Officer and could not be resolved satisfactorily at that level.
