- Amendment 2: The purpose of this amendment is to provide answers to questions received by EPA as follows: (1) What is the target date for RFP release? While the target date is unknown, EPA intends to have a re-competed contract in place by incumbent contract expiration on 19 September 2014. (2) Was the EPA Office of Policy, Economics and Innovation (OPEI) changed to the Office of Policy (OP)? Yes. (3) Did the new OP organization structure include any other EPA offices? Yes. The new structure included the creation of the Office of Strategic Environmental Management (OSEM) in order to provide leadership on promoting a green economy, green jobs, product stewardship and corporate sustainability. End of Amendment 2. Amendment 1: The purpose of this amendment is to provide answers to questions received by EPA as follows: (1) Is this notice associated with a recompeted requirement? If so, will EPA provide the incumbent contractor's name and contract number? Yes. The incumbent contract is with Industrial Economics, Inc. under contract number EP-W-10-002. (2) What type of contract is the incumbent contract? Cost-plus-fixed-fee. (3) What is the current ceiling amount of the incumbent contract? The approved ceiling amount of the current option period, which is for one (1) year, is $1,557,265.00. End of Amendment 1. The U.S. Environmental Protection Agency (EPA) is issuing this Sources Sought Notice as a means of conducting market research to identify parties having an interest in and the resources to support this requirement for TECHNICAL SUPPORT FOR STIMULATING AND PROMOTING STRATEGIC ENVIRONMENTAL MANAGEMENT APPROACHES BY EPA. The result of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 541620, Environmental Consulting Services. THERE IS NO SOLICITATION AT THIS TIME. This request for capability information does not constitute a request for proposals. Submission of any information in response to this market survey is purely voluntary and the Government assumes no financial responsibility for any costs incurred. A Draft Statement of Work (SOW) is provided at the following web address: http://www.epa.gov/oamhpod1/pcsc/13jg001/index.htm If your organization has the potential capacity to perform these contract services, please provide the following information: (1) organization name, address, Data Universal Numbering System (DUNS) number, point of contact information (i.e., individual's name and title, email address, and telephone number), and business size and type of ownership for the organization (e.g., large, small, disadvantaged); and (2) tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements. In addition, standard brochures and/or paraphrasing of the SOW will not be considered a sufficient response to this notice. The Government will evaluate market information to ascertain potential market capacity to: (1) provide similar services consistent in scope and complexity; (2) secure and apply the full range of corporate financial, human capital, and technical resources required to successfully perform similar tasks; (3) implement a successful project management plan that includes: compliance with schedule requirements, cost containment, hiring and retaining personnel, and risk mitigation; (4) identify any potentially significant organizational conflicts of interest; and (5) receive comments and/or concerns regarding the SOW or the subject, prospective procurement. BASED ON THE RESPONSES TO THIS SOURCES SOUGHT NOTICE/MARKET RESEARCH, THIS REQUIREMENT MAY BE SET-ASIDE FOR SMALL OR DISADVANTAGED BUSINESSES OR PROCURED THROUGH FULL AND OPEN COMPETITION. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to organizations regarding their submission in response to this notice. SUBMISSION INSTRUCTIONS: Interested parties who consider themselves qualified to perform the above-listed services are invited to submit a response to this Sources Sought Notice, of NO MORE THAN 10 single-sided pages, by 8 May 2013.
