(1) Introduction In accordance with AMS Policy 3.2.1.3.11, the FAA is announcing its requirement for licenses of a commercial-off-the-shelf (COTS) product by the name of Security Blanket which is provided by Raytheon Trusted Computer Solutions and authorized resellers. (2) Requirement (2a) Specifications The specific part numbers and quantities required are outlined on Attachment I - Request for Quotation. The period of performance for annual maintenance will begin on date of award and extend one year. The requirement is brand-name mandatory; alternatives will not be considered. (2b) Rationale for Brand Name Mandatory After significant market research and product testing, the FAA has determined that the Security Blanket software is the only COTS tool capable of meeting all of the following requirements for securing National Airspace System (NAS) operating systems. These requirements include the ability to perform the following: (i) Lock down (Harden) Linux and Solaris operating systems automatically; (ii) Choose pre-defined security profiles (i.e. CIS, DISA STIG) or create your own (i.e. our FAA customized profile); (iii) Assess current server security configuration via scans against the pre-selected security profile; (iv) Remediate identified OS vulnerabilities automatically; (v) Undo lock downs that compromise functionality which is vital to NAS systems whose performance is compromised after a hardening is performed; (vi) Baseline and Compare server configurations in order to demonstrate to system owners, risk assessors, and management the benefit of hardening their systems, (vii) Report on assessments, baselines, and logging events; (viii) Be functional without implementing a new infrastructure for monitoring or maintenance; (ix) Be implementable without leaving a permanent software footprint on the target system; and (x) Perform all of the above requirements without unnecessarily hindering NAS operations and/or proposing a solution that will prove to be not cost effective when comparing the cost of hardening servers in relation to the estimated costs provided by system owners in-house. (3) North American Classification System (NAICS) The NAICS code for this procurement is 541512 Computer Systems Design Services with an applicable size standard of $25.5M. (4) Set-Aside Using Tiered Evaluation In accordance with AMS Procurement Guidance T3.2.2(A)(9), the FAA will evaluate submittals in response to this Request for Quote (RFQ) using a tiered evaluation. Tiered evaluation of offers is a process by which FAA promotes small business participation while providing FAA a means to continue the procurement if small business participation is insufficient. The CO will determine if a sufficient number of submittals were received at each respective tier, and only proceed to the next tier if a determination is made that an insufficient number of submittals from responsible offerors were received. The tiered order of precedence is, as follows: (a) Socially and economically disadvantaged business (SEDB) expressly certified by the Small Business Administration (SBA) for participation in SBA's 8(a) program. (b) Service-disabled veteran owned small business (SDVOSB); (c) Very small business; (d) Small business; and (e) Other than small business. Once offers are received, the CO will evaluate a single tier of offers according to the order of precedence specified above. If no award can be made at the first tier, the evaluation will proceed to the next lower tier until award can be made. (5) Submittal Requirements for RFQ Offerors must complete Attachment I - Request for Quotation in its entirety, and Attachment II - Business Declaration including the company s 8(a) Certification letter if applicable. (6) Delivery of Submittals The deadline for proposals is 5PM (EST) on April 24, 2013. No late submittals will be considered. All quotations must be submitted via email to the Contracting Officer at daniel.farrell@faa.gov. (7) Delivery of Questions All questions, or challenges to the FAA s brand-name mandatory determination, must be submitted in writing to the Contracting Officer at daniel.farrell@faa.gov by 5PM (EST) on April 23, 2013. (8) Standard Language The FAA will award a purchase order to the lowest-priced, technically acceptable offeror that is responsive and responsible. The Government will not be liable for any costs associated with the submittal of a response to this announcement.
