- INTRODUCTION This is a pre-solicitation / notice of intent synopsis for a sole source noncompetitive (including brand-name) award to Qiagen, Inc. for the QIAxcel Advanced System. The National Heart, Lung, and Blood Institute (NHLBI), Office of Acquisitions (OA), on behalf of the National Institute of Arthritis and Musculoskeletal and Skin Diseases (NIAMS) intends to negotiate and award a purchase order on a sole source noncompetitive basis for the QIAxcel Advanced System to Qiagen, Inc., 27220 Turnberry Lane, Valencia, CA 91355-1018. BACKGROUND NIAMS has a state of the art clinical research hospital and is one of the nation's premier research institutions in the area of basic and clinical research efforts in rheumatic, other inflammatory disorders, and autoimmune disease- with the unique characteristics of focused research programs in autoimmune and other inflammatory diseases. The subject acquisition is for the Genomics and Immunity Section within NIAMS. The Genomics and Immunity Section's main goal is to unravel the molecular mechanisms driving early development and peripheral activation of B lymphocytes. In particular, they are interested in the processes that assemble, diversify, and provide effector functions to antibody receptors, namely V(D)J recombination, somatic hypermutation, and class switching. Another major interest of the laboratory is to understand how deregulation of these reactions leads to B cell tumorigenesis. To achieve these goals, the laboratory is combining molecular biology, gene targeting, and transgenic techniques, as well as genomic and bioinformatic tools. The NIAMS Genomics and Immunity Section laboratory requires the QIAxcel Advanced System to help aid in accomplishing the goals mentioned above. PERIOD OF PERFORMANCE The delivery of equipment is upon receipt of the purchase order. The anticipated contract type will be a firm-fixed price purchase order. PROJECT DESCRIPTION The NIAMS Genomics and Immunity lab requires the QIAxcel Advanced System. This system is needed to support the Cyclone G3 Robot and the TALEN FLASH assembly process for the Casellas Lab. The lab will analyze DNA fragments to ensure they do no interface with subsequent ligations performed during the flash assembly process. The contractor shall supply all labor, materials, facilities, equipment, and supplies to perform or supply the following: Quantity: 1 Catalog Number: 9002123 Product Description: QIAxcel Advanced System (Capillary electrophoresis device: which includes computer, QIAxcel ScreenGel Software, installation, training, and 1-year warranty on parts and labor). The proposed acquisition is a new requirement. JUSTIFICATION The sole-single (including brand-name) justification is based upon the fact that: QIAGEN is the sole manufacturer of the QIAxcel Advanced System. This system is solely distributed by QIAGEN and QIAGEN's authorized distribution partners. QIAGEN also employs proprietary software for the operation of most instruments, including QIAsense operating software. QIAGEN field service engineers are the exclusive source for protocol development or trouble shooting of proprietary software. REGULATORY AUTHORITY This acquisition is conducted under the authority of 41 U.S.C. 253(c) as set forth under FAR Part 13.106-1 (b) (1), Soliciting from a single source not exceeding the simplified acquisition threshold, and is exempt from the requirements of FAR Part 6, Competition Requirements. ADDITIONAL INFORMATION The North American Industry Classification Code (NAICS) is 334516, Analytical Laboratory Instrument Manufacturing, and the Size Standard 500 Employees. This pre-solicitation / notice of intent is not a request for competitive proposals. This announcement constitutes the only notice; proposals are not being requested and a written solicitation will not be issued. The determination by the Government to award a purchase order on a sole source noncompetitive basis for QIAxcel Advanced System to Qiagen, Inc., 27220 Turnberry Lane, Valencia, CA 91355-1018 is based upon the market research conducted in accordance with one or more of the techniques specified in FAR Part 10-Market Research, Subpart 10.002(b)(2). Any information received as a result of this pre-solicitation / notice of intent will be considered solely for the purpose of determining whether to conduct any future competitive procurements. Interested parties may identify their interest and capability for any future competitive procurement by responding to this notice in writing, no later than April 24, 2013 9:30am, EST. Responses to this notice shall contain sufficient documentation to establish the interested parties' bona-fide capabilities for fulfilling the requirement. All responses must reference this pre-solicitation / notice of intent number NHLBI-CSB-(AR)-2013-137-CSP and may be submitted electronically to the Contracting Specialist, Caitlin Palmer at caitlin.palmer@nih.gov.
