Description
NOTICE OF INTENT Battle Management Directorate, AFLCMC/HBN, Foreign Military Sales Division, Hanscom AFB, MA intends to negotiate an FMS modification to contract FA8730-13-C-0026 (RAAMS ASOC) on a sole source basis with Lockheed Martin Corporation, Mission Systems & Training, 9500 Godwin Drive, Manassas VA, 20110-4166 to provide unique engineering services in supporting the Regional ASOC (Air Sovereignty Operations Center) Airspace Management and Surveillance Program. This program provides sustainment, support and modernization of the ASOC systems installed in Europe. The sustainment for this system includes a number of very specific engineering tasks such as field report tracking and assessment, engineering site visits, and Software Problem Report (SPR) fixes. The personnel performing these tasks must assist in specified systems management, design upgrades, installation, integration, testing, training, operation and maintenance, and programmatic issues. They will also be required to perform system software analysis, software engineering, development, and maintenance of complex real time command and control software. The Government intends to procure under the authority of 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1 and DFAR 206.302-1(a)(2)(i)(3), only one responsible source and no other supplies or services will satisfy agency requirements. Lockheed Martin Corporation, Mission Systems & Training, is the only contractor with the requisite knowledge and experience and currently holds the intellectual property rights, source code, and source documentation to the proprietary software and system architecture that is necessary to run the ASOC system. Furthermore, Lockheed Martin has been the sole contractor responsible for maintaining the system in Central and Eastern Europe for over a decade, and has the special skills and experience necessary to provide the support. The new requirement for support (RAAMS) is identical in nature to previous ASOC contracts. A 01 May 2013 contract award date is anticipated to enable the RAAMS ASOC countries (Poland and Romania) with current LOA's to continue receiving support for their existing C2 systems at the earliest possible time. These requirements were established and are to be funded by Letter of Offer and Agreements FMS Cases PL-D-QAE (Poland) and RO-D-QAA (Romania). Slovenia and Bulgaria are expected to be added to this contract in the future at varying levels of support, depending upon their funding provided. This program is at a very critical juncture, where several nations are without sustainment support due to the end of the previous ASOC contract. It is vital to award a new ASOC/RAAMS contract quickly. Any delay risks system failure, which could prevent the countries from generating an air picture, placing their national security and NATO member-standing in jeopardy. The estimated period of performance for this acquisition is thru 31 Dec 2015. A J&A for other than full and open competition is being processed for this contract to be authorized. The estimated cost for this FFP contract, Basic Year CY2013, and Option years CY2014 and CY2015) which will include sustainment, emergency software/hardware repair is NTE a total contract value including options if exercised of $1,685,500.00. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS; however, responsible interested parties may submit information in which they can define and identify interest and capability to respond to this requirement. Responses must be received by 4:00 PM Eastern Time on 01 May 2013. The applicable NAICS code for this requirement is: 541512 Computer Systems Design Services. The Government reserves the right to process the procurement on a sole source basis based upon the responses received. The Government will not pay for any information received.
