Description
The Robley Rex VA Medical Center in Louisville, Kentucky has a requirement for professional Architectural/Engineering services for the design of a new Community Based Outpatient Clinic (CBOC) located on the army base of Fort Knox in Radcliff, Kentucky. Work will include, but is not limited to providing all necessary design services to construct approximately 14,000 GSF of new space at Fort Knox. Design includes the preparation of complete drawings in AutoCAD 2010 format or newer, specifications in 2004 Master Construction Format, and construction cost estimates per VA standards and guidelines. Design shall also be coordinated with Fort Knox Department of Public Works and Army Corps of Engineers; Louisville District to ensure Clinic will complement and in no way adversely affect the planned replacement of Ireland Army Hospital. Project involves site preparation and construction of new, stand-alone structure. The design will provide adequate facilities for our patients, visitors and staff, achieve a rating of Two Globes per guidance from Green Globes and incorporate Planetree healthcare concepts were possible. Design is also to include preparation of detailed phasing plan/sequence of operation for minimum disruption of hospital and base operations, including adjacent buildings. The Prime A/E firm, as well as any specialty disciplines must be licensed or registered within any of the 50 states. The proposed team must also include licensed professionals to investigate any geotechnical, structural and environmental impact that may occur due to the proposed project. NAICS code 541310 is applicable to this requirement. The small business size standard is $7M. The construction magnitude is between $5,000,000.00 and $10,000,000.00. The period of performance is 180 calendar days from receipt of Notice To Proceed This requirement will be a 100% set-aside for Service Disabled Veteran Owned Small Businesses (SDVOSB) under the authority of 38 U.S.C 8127(d). Compliance will exist among eligible SDVOSB listed and viewable in the Vendor Information Pages (VIP) located at. Status as a qualified SDVOSB concern is under the authority of 38 CFR Part 74 in accordance with the VA Acquisition Regulation (VAAR) Part 819. Eligibility determination is performed by the Center for Veterans Enterprises (CVE). At the time of proposal submission and prior to award, an eligible SDVOSB firm shall be both listed and viewable in the Vendor Information Pages. The concern must be viewable on the database listing to be considered an eligible SDVOSB. This requirement will be procured in accordance with The Brooks Act of 1972, and the Federal Acquisition Regulation (FAR) part 36.6 Interested AE firms desiring consideration shall submit 1 hard-copy SF330 and 3 electronic copies on three (3) Compact Disc (one copy per disc), in pdf format only No Later Than Thursday June 6, 2013 at 3:00pm. Offerors are encouraged to submit a thorough and complete package which adequately details the professional qualifications, as well as any specialized experiences related to this project scope and magnitude. Eligible offerors' SF330 will be reviewed and ranked by an evaluation board in accordance with the following criteria: 1.Professional qualification necessary for satisfactory performance of the required services. 2.Specialized experience and technical competence in the type of work required. 3.Capacity to accomplish the work in the Period of Performance specified. 4.Location in the general geographical area of the project and knowledge of the locality of the project. 5.Acceptability under other appropriate evaluation criteria Discussions will be held with the three (3) most highly qualified AE firms. The final selection will be a listing in order of precedence of those firms most highly qualified. At such time, that discussions are held, those firms not ranked will be notified that no further consideration will occur.
