- The purpose of this amendment is to provide for an extension to the due date for RFI submissions. Please see the new date in this posting. ========================================================== Request for Information/Sources Sought for the Implementation of a Decision Support Solution to Support Core Regulatory Work Processes This Request for Information (RFI)/Sources Sought is for information, planning and market research purposes only and shall not be construed as either a solicitation or obligation on the part of the Food and Drug Administration or its Centers. The purpose of this RFI is to help the FDA understand industry best practices and the technical solutions capable of fulfilling FDA's requirements as described in this RFI and the draft SOW. FDA will use this market research information to assess the market's capability to successfully provide FDA with a complete Decision Support Solution. FDA welcomes responses from all interested parties. FDA does not intend to make a selection decision or award a contract on the basis of responses nor otherwise pay for the preparation of any information submitted or FDA's use of such information. Acknowledgment of receipt of responses will not be made, nor will respondents be notified of the outcome of the FDA's review of the information received. Additionally, the FDA does not intend to hold discussions concerning this RFI with any interested parties. However, FDA reserves the right to contact vendors if additional information is required. Instructions: Interested parties shall provide responses to the following requested information: 1. The draft SOW describes the requirements for a decision support solution, product and services. • Are the requirements clear? • Are there additional product features that FDA should consider in defining its requirements? • Is there sufficient information for a Contractor to propose a solution? If not, what additional information would you suggest? 2. Describe what COTS products exist in the market that may satisfy FDA's requirements and provide information about its capabilities, compatibility, special features, benefits and constraints. Provide technical specification sheets or other marketing materials to support your narrative. 3. Please provide a narrative explaining how you would approach providing the range of services required to implement a Decision Support Solution, including requirements gathering, implementation, configuration, testing, training, etc. If applicable, describe how the approach has proven successful in past efforts that are similar to this one in size, scope and complexity. (Limit 5 pages.) 4. Notice to Small Businesses: One purpose of this RFI/Sources Sought Notice is to seek declarations of technical capabilities and various information, data, and materials from qualified small business concerns [including Small Disadvantaged Businesses (SDB), Woman-owned Small Businesses (WOSB), Historically Underutilized Business Zone (HUBZone), Small Businesses, Veteran-Owned Small Businesses (VOSB), and Service-Disabled Veteran-owned Small Businesses (SDVOSB)]. FDA intends to provide maximum practicable opportunities in its acquisitions to small business, veteran-owned small business, service-disabled veteran-owned small business, HUBZone small business, and small disadvantaged business. If you are a qualified small business concern, please provide a capability statement and describe your potential role in providing these products and services. 5. Suggest an appropriate North American Industry Classification System (NAICS) code and provide your rationale. 6. Please provide the following information about your business: a. Organization name b. DUNS number c. Organization's website d. Contact Name e. Contact Telephone f. Contact E-mail address g. Size designation h. Number of employees in your organization i. Your organization's current and past gross revenue 7. Provide information concerning contract vehicles available to be used by the FDA in acquiring the products and services outlined in the draft SOW (GSA Federal Schedules, Government-wide Acquisition Contract, etc.). All interested parties shall respond by sending the requested information electronically to the attention of Sherry Solodkova at sherry.solodkova@fda.hhs.gov by 12:00 p.m. (noon) on April 26, 2013.
