Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. BPA FOR PURCHASE AND INSTALLATION OF PLANT MATERIALS MISSOURI RIVER FISH AND WILDLIFE MITIGATION SITES Combined Synopsis/Solicitation to establish Blanket Purchase Agreement in Support of the Army Corps of Engineers, Missouri River Area Office The Army Corps of Engineers has a continuing need for native plant materials -native grass and wildflower/forb seed, bare-root tree stock, containerized trees and grasses, and various acorns and nuts- for installation on fish and wildlife mitigation sites in the states of MO, KS, IA, and NE. The Kansas City District intends to award multiple five-year Blanket Purchase Agreements (BPA's), utilizing full and open competition. Plant materials and sometimes installation of the same will be acquired by placing calls against the BPA. Calls for materials will be placed against the BPA as materials are required. Calls for materials including installation will be placed so that the contractor has time to mobilize for that installation work. The contractor is responsible for supplying and delivering all materials under this BPA. The total ordering capacity under each BPA shall not exceed $1.5 million and no call issued under any of the BPAs shall exceed $150,000. Each BPA shall be valid for a period of five years, or when the total dollar amount of all calls issued under the BPA reaches $1.5 million whichever comes first. The contractor shall provide a delivery capacity statement and price list to include the following materials as well as any other materials they regularly sell. All proposed price lists shall include the description, and price for each product listed. Prices are to be listed using units commonly applied to such commercial products as seed, bare-root tree seedlings, potted shrubs or wildflowers or container-grown trees or grass. Prices should not include any fees for delivery. Delivery locations and fees will be negotiated at the placement of each call. Prices submitted shall remain good through 31 December 2013. After that date, prices will be updated annually and remain good for a period of one year. All interested parties shall submit a price list to Ms. Hilary Meckel at Hilary.o.meckel@usace.army.mil by 2:00pm CDT, 9 May 2013. No facsimile submittals will be accepted. Contractors may submit prices in any logical format; however, the document submitted must be compatible with Microsoft Word. This is a small business set-aside. To be considered for award all prospective contractors must be registered at SAM.gov. Products Offered 1.All standard sizes of tree species that the business regularly sells, including trees in containers, or as bare-root stock. 2.All offered species and varieties and standard mixtures of all native grasses that the business regularly sells, including grass grown in containers. Grass seed price will be based on price per pound pure live seed, while container grown stock will be priced according to plant material size and cost per container. 3.All offered wildflower/forb seeds, seed mixtures, and live plants that the business sells. Based on price per pound pure live seed, and size of containers. Seed mixtures must include description of species composition and amount of pure live seed of each species included. 4. All offered acorns and nuts (for woodland planting) that the business regularly sells based on a cost per bushel. 5.Offered installation prices for plant materials including cost per acre for drilling of native grass and wildflower/forb mixtures using a no-till native grass drill. Based on acreages of 10 to 50 acres and acreages of 51 to 250 acres. Installation costs will include labor, equipment, and associated costs. Mobilization/demobilization costs will be negotiated separately at the time an order for installation is made. 6.Any other standard plant materials or services that the business regularly sells. General Provisions 1.This BPA is designed to give the U.S. Army Corps of Engineers flexibility to order a wide variety of vegetation products (native grass seed, containerized grasses or trees, bare-root tree stock, various species of nuts and acorns), other nursery products and soil amendments, and the installation of those same products while also offering suppliers a simplified contracting format for describing available products, for filling orders, and receiving payments for services. 2.BPA calls may be structured in the following ways to meet specific work requirements at specific mitigation sites. Plant materials only: Cost of plant materials based on stated bid list prices. Delivery costs depending on site selected for delivery and delivery method will be negotiated separately. Plant materials plus installation: Includes cost of plant materials based on price lists. Installation costs include all labor, equipment, supplies and other materials needed to install the ordered plant materials. Installation costs will be furnished for native grass planting with a quote mark no-till quote mark drill, machine planting of bare-root tree stock, and hand planting of containerized grasses and trees. These unit costs will be based on a minimum 10-acre order for native grass plantings, and one acre (1 acre) minimum plantings of the remaining plant materials. The BPA will not require planting of acorns or nuts. Wildflower/forb mixtures, if ordered with required installation, will be seeded as part of a larger native grass mixture. 3.Plant material requirements. Potential BPA contractors must possess required state business licenses to grow, buy, or resell plant materials. Any plant materials provided for sale under this BPA must be appropriately tagged and identified. If the materials are to be delivered, installed in neighboring states, then the plant and pest requirements and restrictions of those states (including pre-shipment notifications) must be followed. Questions on these matters can be directed to State agriculture departments. The National Plant Board at www.nationalplantboard.org is also a good source of information about these state requirements. 4.It is recognized that seed availability of wildflowers and forbs may vary annually and that seed suppliers may offer different seed mixtures in response to seed availability. The Government reserves the right to place specific orders that may require a modification of the species, and their individual PLS planting rates offered in any planting mixture due to differing site conditions or budgetary limits and such modification will be negotiated on a per order basis. 5.All plant materials shall be varieties native to the States of MO and KS or the surrounding Midwest region. 6.Please visit www.moriverrecovery.org, /maps/ mitigation site locations, to see the general locations of those sites. Most work for this BPA will involve bottomland sites in Missouri and Kansas with occasional work in NE and IA.
