Description
The National Institutes of Health (NIH) Clinical Center (CC) Office of Purchasing and Contracts, intends to negotiate on a sole source with Comcast Corporation for Cable TV Services. Comcast will supply all labor, materials, equipment, and supplies to perform the functions and tasks required in this contract, unless otherwise specified updates, and technical support, as needed. The Cable services on Government owned televisions will be provided according to the Television Channel Lineup. New service, should the need arise will require the contractor to propose a design and installation plan of service to equipment with television viewing capabilities. Commercial television connections are available for patient care and family areas, including inpatient hospital rooms, waiting areas, clinics and Family Lodge residents. The CC has a need for continuous cable network services through the current equipment and wiring, and who is capable of allowing injection of NIH TV channels into the network service provider must also respond to calls. The statutory authority for other than full and open competition is 41 USC 253(c)(1) as implemented by FAR 6.302-1, Only one responsible source. Satellite dishes are prohibited on the NIH campus for television channels. Comcast provided all the proprietary cable and connections in 2004. Any new wiring and installation would be disruptive to the patients. The North American Industry Classification Code (NAICS) for this acquisition is 515210 with a small business size standard of $15.0 million. This is not a solicitation for competitive quotes. However, if any other interested party believes that it can meet the requirements, it may submit a statement of capabilities, which if timely received, by the stated due date and time. Award will be made using FAR 13.5, Simplified acquisition procedures, current through Federal Acquisition Circular (FAC) 2005-66 (01 April 2013). The determination to compete or not complete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Please indicate HHSN-13-Q-008514 on your response. Period of Performance: Base year: May 1, 2013 through April 31, 2014 (base year), with four (4) one (1) year options: Option Year 1: May 1, 2014 through April 31, 2015 Option Year 2: May 1, 2015 through April 31, 2016 Option Year 3: May 1, 2016 through April 31, 2017 Option Year 4: May 1, 2017 through April 31, 2018
