Description
The US Environmental Protection Agency (EPA), intends to negotiate on a sole source basis, under the authority of FAR 6.302-1, with Anton Paar USA to provide an electrokinetic Surface Analyzer. The applicable NAICS code is 334516. The US EPA is conducting environmental research in evaluating the electrokinetic effects of materials at solid-liquid interface as an indicator for the surface chemistry and liquid phase adsorption processes. The technique can be applied to gain deeper knowledge on the interaction of pathogens with drinking water distribution pipe lines, contaminants with membrane surfaces, compatibility of biomaterials with environmental and other applications. The EPA wants to purchase the Electrokinetic Analyzer (EKA) for use in surface analysis to investigate the electrical charge, also known as zeta potential, of macroscopic solids based on a streaming potential and streaming current measurement. The zeta potential is related to the surface charge at a solid/liquid interface and is an important indicator for the surface chemistry (pH titration) and liquid phase adsorption processes. The electrokinetic analyzer will help researchers in EPA to understand and improve surface properties an d to develop new specialized materials. Gaining knowledge of surfaces is therefore of paramount importance for the EPA researcher working on pollutants adsorption to surfaces, interaction of engineered nanoparticles with mineral, polymer or biological surfaces, and adsorption of contaminants to biofilm surfaces. The equipment will be used by EPA/NRMRL researchers working on the interaction of engineered nanomaterials with biomaterials, by the membrane research group who are developing hydrophilic and hydrophobic membrane for recovery of biofuel from fermentation mixture, by researchers studying the interaction of the inner lining of water distribution pipes with water contaminants and pathogens. This electrokinetic analyzer will provide a state-of-the-art capability for determination of zeta-potential of macroscopic solid surfaces and coatings. EPA, Office of Research and Development (ORD), National Risk Management Research Laboratory (NRMRL), Sustainability Technology Division (STD) has identified the Anton Paar Surpass surface potential analyzer as the only electrokinetic analyzer to meet the Governments requirements. The Aton Paar SurPASS surface potential analyzer will be used for electrokinetic investigate surfaces such as membrane, biofilms, filter sand, water distribution pipes, biopolymers with special engineering application and nanocomposite polymers that reflect very sensitive changes in properties at the outermost solid. The electrokinetic analyzer will provide a state-of-the-art capability for determination of zeta-potential of macroscopic solid surfaces and coatings. The electrokinetic analyzer uses streaming potential measurements for studying such changes of surface chemistry at solids with different shapes and the functionality of the solid surface. The zeta potential is measured versus different pH value. The EKA allows studying adsorption processes directly and the zeta potential can be determined versus the concentration of the adsorptive including. It can also be used for investigation of adsorption of multicomponent mixtures since competing adsorption processes are detectable. This procurement will be accomplished under FAR Part 12 Commercial Procedures. Interested firms may identify their interest and capability to respond to this requirement. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETATIVE QUOTATIONS. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government.
