- This is a Pre-Solicitation Notice. This is not a request for technical or cost proposals. No solicitation is available at this time and requests for solicitation packages will not receive a response. The Newborn Screening Saves Lives Act of 2007 encourages the National Institutes of Health to carry out, coordinate and expand research in newborn screening under the auspice of the Hunter Kelly Newborn Screening Research Program. This program is housed in the Intellectual and Developmental Disabilities Branch (IDD) of the Eunice Kennedy Shriver National Institute of Child Health and Human Development (NICHD), Department of Health and Human Services (DHHS). The primary goals of this program are to 1. Identify, develop and test promising new screening technologies; 2. Increase the specificity of newborn screening; 3. Expand the number of conditions for which screening tests are available; and 4. Develop experimental treatments and diseases management strategies for additional newborn conditions and other genetic, metabolic, hormonal and or functional conditions that can be detected through newborn screening for which treatment is not yet available. In order to facilitate the ability of researchers to conduct such research, the NICHD has established the Newborn Screening Translational Research Network (NBSTRN). The NBSTRN will assist researchers through the provision of resources and tools examples of which include an efficient and reliable virtual repository of residual dried bloodspots, a laboratory performance database and a network of centralized and institutionally-enabled infrastructure to support the capture and managed storage of longitudinal clinical data from individuals following newborn screening. NICHD intends to solicit proposals for this effort through full and open competitive procedures under NAICS 541712. It is anticipated that a single cost reimbursement, completion type contract will be awarded for a 5-year period of performance consisting of a base and four option periods. Performance will begin on or about September 26, 2013, with an anticipated effort of approximately 6,566 FTEs per year. This RFP will be available electronically on or about May 6, 2013, and may be accessed through the FedBizOpps website at http://FedBizOpps.gov. All responsible sources may submit a proposal which will be considered by the agency. This notice does not commit the Government to award a contract. No collect calls will be accepted.
