- The following capabilities must be provided: System must support authorized reservists to make, cancel or modify their lodging reservations using a touch tone telephone, without the need for human intervention; Reservation and cancel rules must support defined cut offs, week of UTA, based on site defined UTA schedule. For each day of week leading to UTA, Cut off must have flexibility to be either not applicable, blocked for entire day or blocked by defined time. Assignment of lodging to be done using rules defined by site. Must permit flexibility of lodging assignment based on rank, air crew membership, senior leadership, squadron, or least-cost to most-cost lodging. Site must be able to define if re-reservations will be permitted for same date(s)(This is specific to where a member has a reservation then cancels it). When dealing with a request for lodging, software must consider defined sites in the site defined order and assign to the first suitable lodging location able to meet all nights requested; Software must not spread a multi night stay across more than 1 lodging site. Must allow site specific rules related to acceptance of reservations which are solely IDT (unit pays), ADT (self pay) or a combination; Able to fax reservation and cancel details to lodging site. Must allow site specific rules related to requirement for credit card guarantee, such as for ADT (self pay) reservations. Must permit individual members to be exempt from this requirement. Must be able to do rudimentary check of presented credit card to test for reasonableness including making sure expiration month/year have not passed and that credit card number is reasonable based on LUHN formula that uses the credit card quote mark check digit quote mark. Must be able to support field facility in case of emergency, allowing system to track members at on-base defined locations down to bunk level; Must permit manual reservations by Admin staff, without the need to use IVR portion. Manual reservation must permit option to override inventory controls; Must have ability to move all members at one lodging site to another. This is needed for emergency contingency purposes. Must be able to generate reports of lodging and cancel transactions. Must be able to output, to Microsoft Excel, detailed reservation status, by defined date range. Members must be able to reset their PIN without the need for involving Services; this feature should be able to be disabled for specific members; Ability to reset PIN's using Admin program; Ability to bar members from accessing IVR (such as no longer authorized lodging) Provide on-site set-up Provide on-site training Provide initial set up of site specific database.
