- Description
- The purpose of this pre-solicitation notice is to provide notification of the Naval Air Systems Command's (NAVAIR) intent to release a final Request for Proposal (RFP) to conduct a full and open competition for the Presidential Helicopter Replacement Program (VXX) under the authority of 10 USC 2304 (a) and in accordance with Federal Acquisition Regulation (FAR) Part 15. Draft RFP's were previously issued on 23 November 2012 and 12 March 2013 on this website. This pre-solicitation notice is for information and planning purposes only and does not contain the final RFP. Upon posting of the final RFP to this website, proposals will be due within 90 days. All responsible sources may submit a proposal which will be considered by the agency. Contract award is estimated for 3rd quarter Government Fiscal Year 2014. The VXX aircraft will replace the aging VH-3D and VH-60N aircraft used to support the Presidential vertical lift mission requirements. The VXX Acquisition Strategy is based on the integration of mature, Government-defined subsystems into an in-production air vehicle. The procurement will result in a fixed-price type contract for the Engineering and Manufacturing Development (EMD) phase as well as options for Low Rate Initial Production (LRIP), Full Rate Production (FRP) and associated logistics elements to include interim contractor support, spares, support equipment, and repair of repairables. Options are also anticipated for the modification of System Demonstration Test Articles, integration of the Wideband Line of Sight System, Mission Tasking-2 Reconfiguration Kits and Earned Value Management Cost Reporting. The total aircraft quantity includes 6 aircraft to support the EMD phase, 9 LRIP aircraft, and 8 FRP aircraft. If all options are exercised, the total period of performance will be approximately 8 years. The Government anticipates conducting a pre-proposal conference following the release of the final RFP.
