- Answers to Vendor Questions The Defense Media Activity (DMA) Contracting Office is seeking sources to produce a United States Marine Corps' Digital Application. This Request for Information (RFI) is being issued to help determine the availability and technical capability of qualified companies capable of meeting the Government requirement. THIS IS NOT A REQUEST FOR PROPOSAL (RFP), NOR IS IT A REQUEST FOR QUOTATION (RFQ). It is not to be construed as a commitment by the requesting party to issue a solicitation or ultimately award a contract. Responses will not be considered as proposals nor quotes. No award will be made as a result of this RFI. The Government will NOT be responsible for any costs incurred by interested parties in responding to this RFI. This FedBizOps sources sought notice is an announcement seeking market information. Acknowledgment of receipt of responses will not be made, nor will respondents be notified of the Government's evaluation of the information received. As a result of this Request for Information (RFI), the Government may issue a Request for Proposal (RFP); however, should such requirements materialize, no basis for claims against the Government shall arise as a result of a response to this Request for Information (e.g., use of such information as either part of its evaluation process or in developing specifications for any subsequent requirement). All respondents are requested to identify their firm's size and type of business (e.g., large business, small business, service-disabled, HUBZone, 8(a), etc.). The North American Industry Classification System (NAICS) Code is 541511 with a size standard of $25.5 million. A draft Statement of Work (SOW) is attached. The primary purpose of this notice is to: 1) collect information to assist the government in determining scope and feasibility, including but not limited to features, cost, and performance, 2) incorporate industry recommendations, 3) determine the availability and potential use of Commercial off the Shelf (COTS) Products, 4) make any necessary adjustments to the SOW, 5) identify interested respondents - large businesses, small businesses, 8(a), Veteran Owned, etc., and to determine if competition is available and if a set-aside is warranted, 6) any other currently unknown use and benefit of non-proprietary information collected for its evaluation process or in developing specifications for any subsequent requirements. Responses should speak to the ability to perform the requirements contained in the PWS and provide evidence of successful experience. SUBMISSION CONTENT: Written responses to this RFI are requested to be no more than twenty (20) single-spaced, 8.5 x 11 inch pages using 12 point font minimum. If the material provided contains proprietary information, please mark accordingly and provide disposition instructions (submitted data will not be returned). Classified material shall not be submitted. The response should include, but is not limited to, the following: a) A one page company profile to include Small Business Administration (SBA) business size classification (i.e. large, small, small disadvantaged, service disabled, veteran owned, HUBZone, etc.), number of employees, Cage Code, DUNS number, NAICS Code, major products, primary customer base, statement on whether your interest in this sources sought is for the purpose of becoming the prime Respondent or to inquire about subcontracting possibilities, and points of contact who are able to discuss the material submitted. b) A description of the company's past experience and performance of similar contracts for mobile application development and responsive website development. This description shall address and demonstrate, through prior and/or current experience, an understanding of, at a minimum, all the performance requirements detailed in section five (5) of the Statement of Work as well as examples of mobile applications developed that include rewards-based incentives and/or gameification to increase user engagement. c) A description of notional programmatic information including top level schedules and Rough Order of Magnitude (ROM) costs necessary to achieve the Government's objectives assuming a maximum period of performance of one base year and 3 option years. Place of performance will be the Contractor's facility. d) Indicate the timelines for achievement of stated objectives and provide feedback on any objectives that may unnecessarily drive schedule and/or cost. Indicate how those objectives may be tailored to improve schedule or reduce cost. Include a summary of the company's capability and approach to meet the requirement and outlined delivery objectives for a project of this magnitude. e) At a minimum, the ROM should include a total cost and timelines for delivery of all items in the Statement of Work. If possible, the ROM should include individual breakouts for the development of the following subsections of the SOW: 4.1, 4.2, 4.3, 4.4, 4.5, and 4.6 and an outline of the benefit and usage of any available COTs products. f) Any other technical information the company deems necessary to aid the government in making an informed assessment regarding the application development. Interested Respondents may mail, or email responses; email is the PREFERRED method for submitting responses to this RFI. Submission of electronic responses in Microsoft Word or Microsoft Excel format, or Portable Document Format (PDF) is preferred. The Government recognizes that proprietary data may be a part of your submittal. If so, clearly mark such restricted or proprietary data and present it as an addendum to the non-restricted/non-proprietary information. At a minimum, provide the following information in your submittal: (1) Name of company; (2) Name of company's POC, including address, phone, and email; (3) Identify the type of entity (large business, small business, small disadvantaged, woman-owned, 8(a), HUBZone, service disabled veteran-owned, etc,), (4) Identify intent to team, and if possible, the anticipated teaming arrangement. Interested small businesses should review and understand the requirements in Federal Acquisition Regulation (FAR) Part 19 and FAR Clause 52.219-14, Limitations on Subcontracting. In addition, include a statement of qualifications that clearly demonstrates the respondent's capabilities, expertise and experience to perform the requirements contained in the draft Statement of Work.
