Description
In response to this Sources Sought, interested contractors shall submit the following information to Merrie Frost at merrie.frost@va.gov no later than May 6, 2013 at 4:30 p.m. EST. At this time, no solicitation exists. Therefore, PLEASE DO NOT REQUEST A COPY OF THE SOLICITATION. Contractors having the skills and capabilities necessary to perform the below stated requirements should submit a response of no more than 5 pages in length, single spaced, 12 point font minimum that addresses the below listed information. Please provide the following information: A.Company Name and Address B.Company DUNS # C.Company point of contact, telephone, and email address. D.Socio-Economic Status - Indicate whether your company, subcontractors, teaming partners, joint ventures have a Federal Socio-Economic status, e.g., Small Business, Service-Disabled Veteran Owned Small Business, Veteran Owned Small Business, Woman-Owned Small Business, Disadvantaged Small Business, and Hub Zone. If Service-Disabled or Veteran Owned Small Business, is your company and or partners registered in VA's VetBiz repository? E.If the company holds a Federal Supply Schedule (FSS) Contract, list the GSA Contract Number and relevant SINS. F.Capabilities / Qualifications: Provide a written description of the capabilities/qualifications/skills your company possesses to perform services described in this Sources Sought. G.Past Experience - Provide the following information on three similar projects completed within the last three years for which the responder was a prime or subcontractor. a.The name, address, and value of each project b.The Prime Contract Type, Firm Fixed-Price, or Time and Material c.The name, telephone and address of the owner of each project d.A description of each project, including difficulties and successes e.Your company's role and services provided for each project. Respondents are solely responsible for all expenses associated with responding to this Sources Sought Notice. BACKGROUND: According to the American Nursing Association "Nursing Informatics" (NI) is a specialty that integrates nursing science, computer science, and information science to manage and communicate data, information, knowledge, and wisdom in nursing practice. NI supports patients, nurses and other providers in their decision-making in all roles and settings. The goal of NI is to improve the health of populations, communities, families, and individuals by optimizing information management and communication. These activities include the design and use of information solutions and technology to support all areas of nursing, including,, the direct provision of care, establishing effective administrative systems, designing useful decision support systems, managing and delivering educational experiences, enhancing lifelong learning, and supporting nursing research. (Nursing Informatics: Scope and Standards of Practice 2008). SCOPE OF WORK: The contractor shall provide a Training Course for VA nurses working in Informatics that prepares them with the knowledge required for the American Nursing Credentialing Center Nursing Informatics Certification Exam. The Nursing Informatics Certification Preparation Course provides an educational offering focused on fundamental, core nursing informatics principles and practice. Focus is on trends and issues in practice facing the nursing professional including the impact of human factors, systems analysis and design approaches. Other content includes methods for managing information databases and systems, as well as the evaluation of computer technology systems. The content provides an opportunity for the Registered Nurse (RN) participant to prepare for the American Nursing Credentialing Center Nursing Informatics Certification Exam. The course shall be delivered in an online format either synchronous (faculty led) or asynchronous (self- paced) to accommodate various nursing schedules and learning preferences. Nursing continuing education units must be provided by the vendor. NOTE: Please suggest the instruction delivery method your company believes provides the most effective platform for learning with an explanation as to why a particular method was chosen - synchronous or asynchronous. (Contractors may also provide guidance to deliver either or both types of instruction). The VA envisions a base year plus three options years for this course. Base Year 1 (2013): 25 students, with the training to begin no later than September 23, 2013. Option Year 1 (2014): 50 students. Option Year 2 (2015): 75 students. Option Year 3 (2016): 75 students. KEY PERSONNEL: Certain skilled experienced professional and/or technical personnel are essential for accomplishing the work to be performed. These individuals are defined as "Key Personnel" and are those persons whose resumes are submitted and marked by the contractor as "Key Personnel". The contractor will provide a list of the minimum qualifications of the instructor(s) that will teach each course. If an asynchronous delivery method is choses, the contractor may include the minimum qualifications of the person(s) designing the instructions.
