Description
The Uniformed Services University of the Health Sciences (USU), located in Bethesda, MD, intends to negotiate on a sole source basis with Marshall Bioresources, located in North Rose, New York for whole anti-coagulated blood from Gottingen Minipigs (Sus scrofa doemstica). USU currently has a contract (HT9404-13-M-V518) with Marshall Bioresources for Gottingen Minipigs for use in medical research to study acute radiation injury and requires anti-coagulated blood. This requirement will be procured in accordance with the procedures of FAR Part 12-Commercial Items and FAR Part 13-Simplified Acquisition Procedures. Sole source determination is made in accordance with: FAR Part 13.106-1 Soliciting Competition (b) Soliciting from a single source (1) For purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available. Since 2008, USU has been characterizing the Gottingen minipig (Marshall BioResources, NY, USA) as an alternative large animal model to study Acute Radiation Syndrome (ARS). Our goal is to improve our understanding of the mechanisms at the basis of the pathophysiology of ARS and to test advanced radiation countermeasure in this model, for submission to FDA. For our purposes, blood products will be used for transfusions in Gottingen minipigs. These animals are barrier bred and raised and are certified free of specific infections (see attached list at the end of this document); accordingly, donor animals must be bred and raised under identical conditions to be certified free of the same infections. Furthermore, per institutional policy (AFRRI IACUC Policy #8) any animal by-product (blood) entering the animal facility (vivarium) must be certified free of infectious adventitious agents. Potential for contamination to Gottingen minipigs present in the vivarium using blood products from animal carrying a different microbiological background will not be allowed. In addition, to reduce to the minimum chances of transfusion reactions (immune reactions), thus limiting the number of animals used (Animal Welfare 3 R's principle - Reduction) and the $ amount spent, whenever possible we will purchase blood from littermates of the animals that will be used for irradiation experiments. Marshall is the only provider in the North America of Gottingen minipigs; we have been using those animals since 2008. The aim of the current project is to determine the effect of blood transfusion on survival of irradiated animals. One of the consequences of radiation is myeloablation, leading to increased susceptibility to sepsis and hemorraging. The Gottingen minipigs that we are using as animal model for the Acute Radiation Syndrome are certified pathogen free (see attached list). Because of their immunocompromised status after irradiation, the donor animals must have the same microbiological background to avoid introducing pathogens at the time of transfusion. Marshall Bioresources is the only reasonably known source that can fulfill the requirement. This is not a request for quotes and a solicitation package will not be issued. Sources interested in responding to this requirement must be able to provide compelling evidence that they can provide the abovementioned requirement as specified. A determination by the government not to compete this proposed contractual action based upon responses received is solely within the discretion of the government. Responses must be received via email (michelle.creenan@usuhs.edu) by 10:00 p.m. EST on April 30, 2013. Note: This requirement is subject to FAR clause 52.232-18 (Availability of Funds). Funding is currently not available for this requirement; however it is highly anticipated that funding will be made available.
