- Description
- The VA Palo Alto Health Care System (PAHCS) intends to negotiate a sole source contract with Winvale Group LLC. The proposed contract action is for a software license and upgrade which is currently in use and current coverage through January 1, 2015. Key System Features and Processes Statement of Work (SOW) Vendor shall provide the following additional licenses and additional software modules for the National Tele-radiology Program's (NTP) "Radiology analytics system". The existing system is called "Foundations" from Health Level Incorporated and is hosted on VA provided hardware at the Menlo Park reading center and the Sacramento Data Center. Vendor must have remote Virtual Private Network (VPN) access to the existing systems to install and support the software. Work will be done remotely. Vendor shall comply with any applicable security clauses. 1.The license must include the following: 2.Increase the annual capacity from 400,000 to 500,000 studies per year Includes expanded coverage for prior purchased modules. (current coverage through January 1, 2015), which is to include the following features: 3.Performance Management 4.Capacity Analytics 5.Real-Time Analytics 6.Increase the annual capacity from 500,000 to 600,000 studies per year. 7.Support and Maintenance with 99.9% uptime 8.Includes maintenance, bug fixes and feature updates 9.Includes upgrades to deployed functions / modules 10.Includes email and 8AM to 6PM Pacific Time VPN & phone support 11.Includes scheduled web-based Administrator training 12.Includes emergency 24x7 pager notification for support 13. National Teleradiology Program (NTP) Revenue & Invoice Management Portal (Module Addition) 14.Allow NTP Customers to securely access invoices 15.Allow NTP Customers and NTP Staff to make apply invoice updates 16.Enable data updates to be permanently reflected into data analysis 17.Integrated with Foundations analytical platform 18.All data will be available for export to NTP text format archives 19.NTP STAT Case Management Portal (Module Addition) 20.Allow NTP Customers to securely upgrade or advise of STAT cases 21.Allow NTP Staff to be notified and real-time reports/work list available 22.Collaborate easily with NTP Customers 23.Integrated with Foundations analytical platform 24.Implementation and Customization Fees/Custom Engineering 25.On-going application and API integrations 26.Custom coding and application extensions for VA NTP V2 specific functions This sole source action is in accordance with the statutory authority of 41 U.S.C. 253(c) (1) as implemented by FAR 6.302-1. Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. THIS IS NOT A REQUEST FOR COMPETITIVE QUOTES and no solicitation will be issued; however, any firm that believes it can meet these requirements may give written notification to the Contracting Officer for consideration. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirements. Responses are due by April 22nd, 2013 at 6:00 PM. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Responses must be e-mailed to Samuel.Bon@va.gov.
