Description
Statement of Objectives (SOO) Server and Webhosting Development Environment Services Support Dated: 18 DEC 2012 BACKGROUND The Army requires contractor support to provide server and webhosting services that will assist the Army in developing the applications that will distribute, message and market Army Core Values. The government distributes and markets the Army Core Values via desktop/mobile applications, websites, databases and management applications. These applications are distributed worldwide from a commercial infrastructure. To support this commercial infrastructure, there is a need for a development infrastructure that will host the Army applications while they are in the software lifecycle. Both Alpha and Beta testing will take place on the development infrastructure as needed. Currently, the Army development network configuration contains both dedicated physical servers and dedicated virtual servers. These systems host several websites, forums, and development systems that all are used to support benchmarking and data footprint estimation. SCOPE The Contractor shall provide all hosting, local hardware administration, and other services necessary to host present and future development versions of Army applications, and perform the functions set forth in this Statement of Objectives (SOO). All hardware/equipment needed to perform this contract shall be provided via the contractor. If needed, software licenses can be provided by the government for installation on the contractor's hardware/equipment, excluding the OS software. The goal of this SOO and the resulting contract is to provide the Army with efficient, cost effective, performance to provide the hardware/services described below. The period of performance will be for 6 months. The Contractor: Shall provide 3 physical servers with at least 32GB RAM, 4 X 300GB HD Raid 6, with at least 2 1GB Ethernet connection. oThese servers will have CentOS on them. The government will provide the Oracle licenses (DB, Coherence, Weblogic, OEM) for the machines. The machines shall be 6 core due to software licensing. Shall provide 3 identical servers to run VMWare ESXi with at least 48GB RAM, 8 cores, 6 1GB Ethernet connections, 5TB total storage presented to all 3 servers - using iSCSI or fiber channel. Shall provide routine maintenance support Shall provide 24X7X365 support in case of HW or network failure with a 4hr replacement window. Shall provide at least 50 mbps bandwidth. Shall provide access to a SMTP server for sending and receiving messages. Shall provide access to a load balancer with the following specs: o1GB through put oProtection of Denial of Service attacks oSSL termination (we are in the process of purchasing a wildcard SSL) oProtection from protocol-specific attacks (SMTP, DNS) oProtection from app and OS specific attacks (IIS, Microsoft) Shall provide at least 5 to 7 IPs. Shall provide 2 24 port managed switches for redundancy - with Jumbo Frames support. 2 UPS units 1 firewall NONCOMPETITIVE ACQUISITION SOLICITATION AND APPROVAL I recommend the U.S. Army Contracting Command, Aviation and Missile Contracting Center (AMCOM) Redstone Arsenal, AL 35898 negotiate with Trident Technologies, LLC for Public Hosting Server Services, as specified in the Noncompetitive Acquisition Solicitation and Approval provided by the technical points of contact and included in the contract file, in support of the Software Engineering Directorate of the U.S Army Aviation and Missile Research, Development, and Engineering Center, Redstone Arsenal, AL 35898. The total estimated cost of this effort/item is $102,660.00 with anticipated delivery 1 week after order is placed. Description/Noun Public Hosting Server Services and Maintenance Period: From date of order through 6-monthsQty. 1 Authority Cited: This recommendation is being made pursuant to the statutory authority permitting other than full and open competition. Identify the appropriate FAR citation: _X_ FAR 6.302-1 - Only one responsible source and no other supplies or services will satisfy agency requirements. Ensure that this section tracks to the Statement of Urgency/Statement of Impact.) Describe why the authority cited above is appropriate for this acquisition: Trident Technologies is the only supplier that can locally meet the requirements outlined in the statement of objectives for the Server and Webhosting Services for the Army Development Environment. The service will be used to support the Army in developing the applications that will distribute, message and market Army Core Values. Trident Technologies' data center and headquarters are located here in Huntsville, AL. This location will allow the Army Game Studio at the Software Engineering Directorate to support development and customer needs on site. Since this service is provided locally, there will be a cost savings to the government. a. There will no longer be the need to expend funds for site visit travel.b. There will also be no need to coordinate support over multiple time zones.
