- This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Naval Sea Systems Command. Note: The Naval Undersea Warfare Center, Division Newport, Rhode Island is NOT accepting quotes or proposals via submission through NECO. NUWC Division Newport intends to place a purchase order with General Dynamics Information Technology (GDIT), Inc to provide engineering and technical services to NUWCDIVNPT Code 34 Periscope, Photonic, and Electro-Optics in the areas of Submarine Safety (SUBSAFE) and Non-SUBSAFE systems and programs. Approximate level of effort is 2,300 labor hours. GDIT is the only known source that can perform this work immediately without severe impacts to ongoing work and the Fleet. Any other prospective source would have to undergo or produce certifications of specialized training and expertise. The day to day operations of this work are complex and in many instances require immediate response to enable Fleet assets to remain available and capable. In this case, there is no time to allow for learning curve or ramp up time required by another source. The Government intends to solicit in accordance with the authority of 10 U.S.C. 2304 (c)(1), as implemented by FAR 6.302-1, only one responsible source. All responsible sources may submit a proposal which shall be considered by the agency. FAR Part 13 procedures will be used. Interested persons may identify their interest and capability to respond to the requirement or submit a capability statement, proposal, or quotation which shall be considered by the agency. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This notice is a synopsis and does not constitute a Request for Proposal (RFP) and it is not a commitment by the U.S. Navy to procure subject items. Additional information will be provided upon the release of solicitation number N6660413Q1815, which is expected to be on or about 03 May 2013.
