- TITLE: Sources Sought Notice SP0600-13-R-00144 under DLA Energy FEBAA P.P. 1.1m, Domestic Bulk Fuels Program for Foreign Military Sales SUBJECT: Notice of Web Publishing of Sources Sought Notice SP0600-13-R-0144 under DLA Energy P.P. 1.1m, Domestic Bulk Fuels Program for Foreign Military Sales This Sources Sought Notice (SS) SP0600-13-R-0144 is for information and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the DLA Energy. The purpose of this SS is to identify qualified Small Businesses, 8a Small Businesses [including Small Disadvantaged Businesses (SDB), Woman-owned Small Businesses (WOSB), Historically Underutilized Business Zone (HUB Zone) Small Businesses, Veteran-Owned Small Businesses (VOSB) and Service-Disabled Veteran-Owned Small Businesses (SDVOSB)] that are interested and capable of providing for the Bulk Fuel requirement for DLA Energy BCA. This SS covers the bulk fuels requirement for DLA Energy' BCA. Sources of supply must provide product at a port on the East or Gulf coasts of the United States, Puerto Rico or the Virgin Islands. Product fuel shall be transferred from the refinery to a seashore storage facility, and to the ocean tanker, by pipeline intended for the applicable product. Lightering is not permitted. Potential sources of supply must be capable of loading a tanker up to 331,000 barrels or 13,900,000 USG. The Government anticipates award of a Indefinite Delivery/Indefinite Quantity Type, Fixed Price with Economic Price Adjustment contract resulting from this announcement. The total estimated quantities for SP0600-13-R-0144 are as follows: Base Period: November 1, 2013 through October 31, 2014, with a 30-day carryover Turbine Fuel, Aviation, JP8, NSN: 9130-01-031-5816, 85,000,000 USG Diesel Fuel Oil, EN590, NSN: 9130-01-423-0939, 25,000,000 USG Gasoline, Automotive, EN228, NSN: 9130-01-423-0939, 25,000,000 USG Option Period: November 1, 2014 through October 31, 2015, with a 30-day carryover Turbine Fuel, Aviation, JP8, NSN: 9130-01-031-5816, 85,000,000 USG Diesel Fuel Oil, EN590, NSN: 9130-01-423-0939, 25,000,000 USG Gasoline, Automotive, EN228, NSN: 9130-01-423-0939, 25,000,000 USG The deadline for responding to this Sources Sought Notice is May 20, 2013.
