Description
OCIE Southeast 3PL The Defense Logistics Agency (DLA) Troop Support, Clothing and Textiles (C&T) Directorate, anticipates the award of a Fixed Price Service contract with an Economic Price Adjustment (EPA) allowed for normal shipping CLINs only, for Third Party Logistics (3PL) support. This initiative represents the Organizational Clothing & Individual Equipment (OCIE) Third Party Logistics (3PL) Program in the Clothing and Textiles (C&T) Directorate, Defense Logistics Agency (DLA) Troop Support initiative to provide storage, warehousing, and distribution of DLA OCIE C&T requirements primarily in the southeastern portion of the country. The 3PL Contractor will not be responsible for requisitioning clothing from the manufacturing community. Rather, DLA Troop Support will procure the replenishment quantities and advise manufacturers to ship directly to the Contractor. The apparel to be stored will be Government owned materiel. The current program procedures are as follows: The 3PL contractor receives apparel shipments daily from commercial clothing manufacturers, U.S Government supply depots and/or other 3PLs; stocks the items; and ships directly to C&T customers as instructed. Customers to be supported include active duty U.S. military, U.S. National Guard and reserves, U.S. Navy ships, clothing and sales stores, and other military customers located primarily in the Southeastern tier of the continental United States of America (CONUS) as well as OCONUS. The acquisition will be conducted in accordance with FAR 6.1 full and open competition on an unrestricted basis. The Government anticipates the following Annual Estimated Quantity (AEQ) OF Material Release Order (MRO) - i.e.requisition - quantities for the base period and each term option period. The solicitation number is SPM1C1-13-R-0069. The Government intends to make one (1) award based upon an integrated assessment of technical merit and price. This acquisition will be issued on an Unrestricted basis. The solicitation will contain a two-year base year and three one-year option periods at the following quantities: Contract Period MIN AEQ MAX Two-year Base Period 170,376 251,378 301,654 Option Period One (Yr 3) 85,188 125,689 150,827 Option Period Two (Yr 4) 85,188 125,689 150,827 Option Period Three (Yr 5) 85,188 125,689 150,827 The items to be supplied consist of OCIE items consisting of boots, coats, helmets and other OCIE items. Best Value Source Selection procedures will be utilized. Availability of solicitation, FAR 5.102(d) applies, as our office no longer issues solicitations or amendments in paper form. A few highlights of the information that will be found include: 1. On the DLA Internet Bulletin Board System (DIBBS) Home Page, click the VENDOR REGISTRATION link to begin the registration process. 2. In order to register for access to secure portions of DLA DIBBS, the company you are representing must already be registered in the Central Contractor Registration (CCR) system. 3. A Commercial and Government Entity (CAGE) Code registration will be processed immediately. A User ID will appear on the registration screen and a password will be sent separately to the email address of the Super User. If a CAGE is already registered on DLA DIBBS, the name and email address of the Super User will be provided. The Super User should be contacted to set-up additional accounts, logons and passwords for their CAGE. DIBBS Super User * If your CAGE has already been registered on DIBBS, the name and email address of the person designated as your super user will be provided. * The representative who starts the DIBBS registration process has the option to accept their CCR registration POC as the DIBBS super user, or they can designate themselves or another person to act as the super user for the CAGE. * The super user acts as the account administrator for a CAGE. They can add up to ninety-eight (98) additional users, provide user IDs and passwords, modify existing users, and control the login status of each user for their CAGEs through My Account (Account Maintenance).
