- PRE-SOLICITATION NOTICE FOR THE REPAIR AND OVERLAY ASPHALT ROAD AT HAMPTON NATIONAL CEMTERY LOCATED IN HAMPTON, VIRGINIA. The Department of Veterans Affairs (VA), National Cemetery Administration, is soliciting proposals under Solicitation Number VA786A-13-Q-0061 for the following: The contractor shall provide all professional services, labor, supervision, materials, administration necessary for the construction and performance of all work in accordance with the solicitation plans, specifications, drawings, required permits, terms and conditions at Woodlawn National Cemetery. Contractor shall demolish, dispose of off-site and replace approximately 65 SY of damaged, existing asphalt pavement and sub-base. Clean, route and seal approximately 500 LF of cracks in existing asphalt pavement greater than ¼" wide. Overlay the existing, repaired pavement with approximately 65,000 SF of new 1 ½" thick wearing course asphalt pavement. Provide approximately 9,000 LF of new pavement line striping to match existing pavement line striping. Demolish, dispose of off-site and replace approximately 300 SF of failed, existing concrete sidewalk, curbs, gutters and sub-base. Clean route and seal approximately 50 LF of cracks in existing concrete sidewalks, curbs and gutters greater than ¼" wide at both the Hampton National Cemetery and Phoebus Addition sites. COST MAGNITUDE: Between $25,000 to $100,000. THE AWARD OF THIS FUTURE CONTRACT IS SUBJECT TO THE AVAILABILITY OF FUNDS. CONTRACT DURATION: Performance period is approximately 90 calendar days from date of receipt of Notice To Proceed. NAICS CODE: 237310SIZE STANDARD: $33 Million METHOD OF AWARD: THE GOVERNMENT CONTEMPLATES AWARD OF A FIRM FIXED-PRICE CONSTRUCTION CONTRACT UNDER SERVICE DISABLED VETERAN OWNED SMALL BUSINESS SET ASIDE. Award will be made on a competitive basis under Federal Acquisitions Regulations (FAR) 13 to a responsible service disabled veteran owned small business responding to this solicitation. REGISTERATION: All potential Service Disabled Veteran Owned (SDVOSB) small businesses whom intend to bid as the prime on this construction project must be registered in Vetbiz and Vets 100 prior to award at the following URLs http://www.vetbiz.gov and https://vets100.vets.docl.gov. Not only must the winning offeror be registered in Vetbiz but they must be certified by the Center for Veterans Enterprise (CVE) as an SDVOSB prior to award. OBTAINING SOLICITATION MATERIALS: Solicitation material consisting of the Request for Quoted (RFQ) details and specifications may be accessed ONLY via FedBidOpps at http://www.fedbizopps.gov. SOLICITATION AMENDMENTS: Amendments to the solicitation will be up loaded to FedBizOpps. Offerors are reminded that they are responsible for obtaining and acknowledging all amendments to this solicitation prior to the time for receipt of offers. Paper copies of the amendments will NOT be individually mailed.
