- NASA/KSC has a requirement for eighteen (quantity:18), 30-gallon drums of Dibrom 14, manufactured by AMVC Corporation. The only known authorized distributor of this product for the KSC area is Adapco Incorporated of Sanford, Florida. This product will be used to control mosquitoes in outlying areas of KSC, where the use of aerial equipment is necessary to apply chemicals to areas impossible to spray without an aircraft. Dibrom 14 is supplied annually by KSC to the Brevard County Mosquito Control District (BCMCD) in accordance with the Mosquito Control Agreement between KSC, Air Force Eastern Test Range, US Fish and Wildlife Service (USFWS), and Brevard County. There are several areas at the launch pads and Launch Complex 39, where normal chemicals used at KSC cannot be sprayed due to chemical corrosiveness and flight hardware. Moreover, these areas are also very large and impossible to spray without an aircraft, which KSC does not possess. The agreement provides the equipment (aircraft) to spray large areas of water in the KSC area to control mosquitoes without having to spray directly around the launch pads. Dibrom 14 is the only chemical that can be used because it is the only chemical BCMCD is licensed to spray in the KSC and surrounding areas. This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, which is issued as a Request for Quotation (RFQ); quotes are being requested and a written solicitation will not be issued. Offerors are required to use the On-Line RFQ system to submit their quote. The On-line RFQ system is linked above or it may be accessed at http://prod.nais.nasa.gov/cgi-bin/eps/bizops.cgi?gr=C&pin=. The information required by FAR Subpart 12.6 is included in the on-line RFQ. The Government intends to acquire a commercial item using FAR Part 12 and the Simplified Acquisition Procedures set forth in FAR Part 13. Questions regarding this acquisition must be submitted in writing to Nicole.Rivera@nasa.gov no later than 2:00 PM EST on 4/26/2013. It is the quoter's responsibility to monitor this site for the release of amendments (if any). Potential quoters will be responsible for downloading their own copy of this notice, the on-line RFQ and amendments (if any). NASA Clause 1852.215-84, Ombudsman, is applicable.
