- Warranty RFI Attachment Request For Information (RFI) for IT Hardware Warranty Availability REQUEST FOR INFORMATION (RFI) FOR IT HARDWARE WARRANTY AVAILABILITY This is not a solicitation. This RFI is being issued to to industry to determine commercially availabile sources to provide the product described below should the Government decide to issue a solicitation. BACKGROUND AFLCMC/HNIB, Theater Deployable Communications / Information Technology Systems Branch, at Hanscom AFB is requesting information to identify availability of commercial hardware warranties to sustain the Base Area Network (BAN) for all Air National Guard (ANG), active duty, and reserve Air Force bases worldwide (approximately 178 bases). This effort may consist of, but may not be limited to, the following activities: 1. Identification of commercially available warranties for IT hardware as represented in Attachement 1; 2. Identification of warranty attributes and administration processes; 3. Relative impact of warranties to nominal commercial hardware delivery and installation pricing; and 4. Technical refreshment support provided through the warranty This BAN effort is critical to meeting enterprise goals for reducing total ownership costs of existing install infrastructure while retaining technology relevant capability inline with current market place availability. It is estimated that a contract or delivery order of this magnitude will be initiated no later than 2015. PERIOD OF PERFORMANCE (POP) The PoP for this potential contract is anticipated to include multiyear hardware warranties.. RESPONSE TO RFI Interested potential sources should provide a response that addresses the following: 1. Are there any commercial business practices unique to your industry specifically regarding the purchase of warranties and warrantied hardware? If so, please describe. 2. Have you established separate catalog or market prices for warranties on the hardware noted in Attachment 1? a. Or, do you customarily package the hardware noted on Attachment 1 with a warranty? b. If the warranty is packaged with the hardware, is the warranty referenced in the catalog or market price or product description in the catalog? 3. Have you established catalog prices for increments of warranties for the hardware referenced in Attachment 1 (for example, 1-year, 3-year, 5-year warranties)? a. Or, do you only offer a specific industry standard warranty? 4. If you offer warranties for the products noted in Attachment 1 to both U.S. Government and commercial sources: a. Is the same workforce used for both the U.S. Government and general public? b. Is our requirement offered to both government and commercial sources under similar terms and conditions? Please describe any differences. c. Please identify the commercial sources you have offered these warranties to. 5. Please answer the following: a. Is your warranty or product (if the warranty is packaged with a product) a commercial item as defined in FAR 2.101 or is it a variant of one? b. Please describe how your product meets this definition? c. Are there any commercial business practices unique to your industry specifically regarding the purchase of warranties and warrantied commercial hardware? If so, please describe. 6. Briefly describe your ability to provide warranty coverage and administration of warranties for the hardware noted on Attachment 1. 7. Briefly describe the failure rates associated with the equipment noted on Attachment 1. 8. Briefly describe your ability to provide personnel with a minimum of a Secret clearance (Secret is required) (TS will not be required) with capability to obtain access to Government facilities with Government approved Common Access Cards (CAC) with valid PKI certificates. Interested potential sources should provide their responses to this RFI to daniel.kay@hanscom.af.mil and Tiffany.Hinson@hanscom.af.mil no later than 1:00pm Eastern Time on Thursday, 8 May 2013. Responses should not exceed three (3) pages, (8 ½ x 11), single spaced, 12 point, Times New Roman, 1 inch margins on all 4 sides. Respondents shall indicate their interest in this effort as a prime contractor as well as answer the inquires noted above. This RFI is issued solely for information and planning purposes. It does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This RFI does not commit the Government to contract for any supply or service in any manner. Respondents are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested parties' expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. Negative responses are appreciated as is the particular reason you cannot provide a response to this RFI or do not plan to participate in any future competition for this effort. Attachment 1 This attachment lists the commercially available IT hardware for which warranty coverage is desired by the Program Management Office (PMO). All equipment must be on the DoD Unified Capabilities (UC) Approved Products List (APL). All equipment must have an End of Life at least five (5) years out from the time of purchase. 1. International Organization for Standardization (ISO) Open Systems Interconnection (OSI) model Layer 2 Ethernet switches and Layer 2/3 Ethernet switches with Layer 3 packet routing capability. Capabilities and options for the switches are listed in the table below. This data applies to generic switches. The RFI shall provide the information required for each of the various OEM vendors (e.g., Cisco, Juniper, HP, Avaya, etc.).
