- Metals List The U.S. Air Force is seeking prospective sources and information to faciliate planning for possible multiple award indefinite delivery indefinite quantity contracts and/or basic ordering agreements for procurement of various metals for Maintenance operations at Hill AFB, Utah. Listings of possible metals are attached. NOTICE: This is not a solicitation but rather a Sources Sought Synopsis to determine potential sources for information and planning purposes only. The purpose of this Sources Sought is to conduct market research to determine if responsible sources exist, to assist in determining if this effort can be competitive and/or a total Small Business Set-Aside. The proposed North American Industry Classification Systems (NAICS) Code is 423510 which has a corresponding Size standard of 100. The Government will use this information to determine the best acquisition strategy for this procurement. The Government is interested in all small businesses to include 8(a), Service-Disabled Veteran-Owned, Hubzone, and Women-Owned small business concerns. The government requests that interested parties respond to this notice if applicable and identify your small business status to the identified NAICS code. Additionally, please provide any anticipated teaming arrangements, along with a description of similar services offered to the Government and to commercial customers for the past three years. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners. This is a request for information (RFI) only. It should not be construed as a commitment of any kind by the U.S. Government to issue a formal solicitation or ultimately award a contract or agreement in connection with this announcement. All information submitted in response to this announcement is voluntary and no information will be returned. Any costs incurred by interested companies in response to this announcement will NOT be reimbursed. Information obtained will be considered market research and may be used as a general concept, however any specific information marked as proprietary that is not already in the public domain will be treated as such. The following information is requested from interested sources: 1. Provide your Company Name, Cage Code and Point of Contact Information (email address and phone number). 2. What does your company do relative to metals: distribute, manufacture, source?] 3. Regarding question 2, and the attached metals list; what types of metals could your company supply? 4. Is your interest as a prime contractor or agreement holder or a supplier to the prime? 5. Provide a suggested NAICS Code and rationale, if other than NAICS 423510 Metal Service Centers and Other Metal Merchant Wholesalers. 6. Please state whether your company is a small business for NAICS code 423510 and any subcatagories of small business such as 8a, or women owned. 7. If you are a small business would you be supplying metals as a manufacturer, or supplying product manufactured by another small business under the non-manufacturer rule FAR 19.102(f). Which metals? 8. Could you as a wholesaler or distributer supply all the metals listed. If not, which types of metal could you supply? 9. Are the metals commercial items as defined in FAR 2.101 (used in the commercial aviation industry, examples from Lear jets to airliners? 10. What would the purchasing lead time be for such metals? (Time from request for price and availablity to delivery) Please give average times for steel, aluminum, copper, brass and berillyum copper. 11. Could you perform orders without government financing? 12. Describe your experience with the same or similar items and include any past contracts or agreements you were involved with. 13. If these were on a firm fixed priced contract with economic price adjustment clause(s) what indices would be appropriate to adjust prices for the various types of metals? What would be the needed frequency of adjustment? Would a clause that adjusted a base price for an item by the percent change in the index work? Discuss this for steels, aluminum, copper, beryllium copper. 14. Are there too many variations of sizes to price in advance? Interested offerors should send a response to the sources sought inquiry and the questions listed above to the Contract Negotiator. Responses should be submitted by 4:00 pm MDT on May 20 2013.
