- REQUEST FOR PROPOSAL SAQMMA13R0130 Located within the Bureau of Near Eastern Affairs (NEA), the Iraq Strategic Partnership Office and the Pakistan and Afghanistan Support office seeks to create vibrant partnerships between America and the citizens of the Middle East and South and Central Asia to empower them to build more pluralistic, participatory, and prosperous societies through the Iraq Strategic Partnership Office and the Pakistan and Afghanistan Support Office. In support of these goals, ISPO and PASO work with non-governmental organizations, the private sector, and academic institutions, as well as governments. U.S. assistance also continues to help build the capacity of Iraq's civil society organizations and elected representatives, including assistance in the modernization of Iraqi law and seeks to increase participation in the democratic process. U.S. bilateral assistance aims to preserve the strategic, political, and economic importance of the U.S.-Iraq partnership in a changing Middle East region. The United States has made a long-term commitment to help Afghanistan rebuild itself after years of war. The U.S., along with others in the international community, currently provides resources and expertise to Afghanistan in a variety of areas, including humanitarian relief and assistance, capacity-building, security needs, counter-narcotic programs, and infrastructure projects. The U.S. also supports the Afghan Government in its efforts to establish a framework for a vibrant civil society, one that emphasizes democratic principles through a rule of law and creates accountable and transparent forms of government. The United States and its international partners remain committed to helping Afghans realize their vision for a country that is stable, democratic, and economically successful, and to an Afghan Government. The Iraq Strategic Partnership Office (ISPO) and the Pakistan and Afghanistan Support Office (PASO) seek support in the following areas: monitoring and evaluation, project support and management, conference/training facilitation, and support. These functions are integral to the successful implementation of ISPO/PASO's mission - supporting indigenous efforts to build more pluralistic, participatory, and prosperous societies in Iraq, Pakistan and Afghanistan. Hiring and deployment is required to be accomplished under severe time constraints. In order to accomplish the mission, it is necessary to hire contractors to fill any employment gaps.
